- This is a notification in accordance with Federal Acquisition Regulation (FAR) 5.203(a) that the Missile Defense Agency (MDA) Directorate for Test, Wargames and Exercises Division (MDA/DTW), Building 5224 Martin Road, Redstone Arsenal, AL 35898, intends to issue a sole-source solicitation and award a sole-source, indefinite delivery indefinite quantity (IDIQ) contract to M�rzen Group, LLC (24 Railroad Square, Nashua, NH 03064-2278; CAGE: 1N5V9) under statutory authority 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1(a)(2) � �When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.� Contract scope is to support goods and services used to test the viability and probability of success of various tactical and operation strategies, including maintenance, transportation, set up, network connection, cybersecurity compliance, data link management & analysis, and operation of the tactical communications and networking equipment currently owned by MDA, as well as any future equipment procurement.� MDA issued a Request for Information (RFI) for this effort on December 21, 2023 with a response date of January 14, 2024. Market research, dated March 22, 2024, identified M�rzen Group, LLC, capable of accomplishing all objectives of this requirement with appropriate in-house skill sets and expertise to support and fulfill the technical requirements. Based on its unique communications protocols, displays and ability to rapidly link into any Department of Defense Information Network (DoDIN) to facilitate wargames and exercises across all Combatant Commands (COCOMs), this system is critical to MDA�s ability to verify and validate defense strategies and tactics for future conflicts. TDACS operation and maintenance is proprietary to and performed by M�rzen Group, LLC as the only source capable of meeting MDA�s needs. No other system can provide the rapid integration into DoDIN, conduct virtual wargames, allow for the insertion of tactical variables not planned for within the wargame, as well as provide decision options at key stages of the exercise to assist senior leaders with rapid decision making. This solicitation and contract award will be issued under HQ0855-25-R-0001 to M�rzen Group, LLC, 24 Railroad SQ, Nashua, NH 03064, and will fall under product service code (PSC) AC13 and NAICS code 541715. The Government anticipates a cost-plus-fixed-fee award using an IDIQ contract with an anticipated ordering period for this effort from 1 June 2025 through 31 May 2030. This effort is currently being performed on a GSA Federal Supply Contract. This notice is not a request for proposals. However, responsible sources may submit a capability statement. The Government will not reimburse any costs associated with capabilities statements or other correspondence submitted in response to this notice.
