- U.S. Navy 7m RIB Diesel Engines Solicitation Number: N00024-25-R-2205 Agency: Department of the Navy Office: Naval Sea Systems Command Location: NAVSEA HQ Synopsis: DISCLOSURE: This is a Request for Information (RFI) notice only. This is not a Request for Proposal (RFP), nor is a formal solicitation available at this time. This RFI is for informational planning purposes and not to be construed as a commitment by the Government to issue an RFP, contract, or order for any actual procurement of materials, machinery, supply or service. The Government will not pay for any effort expended or any material provided in response to this announcement. All costs associated with responding to this RFI are solely at the responding parties' expense. This RFI is open to all interested parties both foreign and domestic.� Should an RFP for production be issued, boat designs which originate outside the U.S. can be permitted as long as the prime contractor can meet all domestic United States manufacturing and solicitation requirements.� Responses to this notice are not offers and will not be accepted by the Government to form a binding contract or agreement. The Government will not be obligated to pursue any particular acquisition alternative because of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued. Specific responses to the approaches will not disqualify or have an impact on participation and evaluation on future solicitations. No specific information is required in response to this RFI; however, interested parties may respond and indicate interest as desired. PURPOSE: The purpose of this RFI is to identify available inboard marine diesel engines for use on the 7-meter shipboard RIB (7m RIB) which will amount to approximately thirty (30) engines per year. The purpose of this RFI is to survey available inventory and product characteristics that will allow the Navy to assess the ability of industry to meet the desired engine attributes listed in this RFI. This will assist the government in updating the government's current specification for competitive procurements in the future. � Submittal of technical data requested in this RFI, and other data or analysis provided to assist in this effort will be used by the Navy to devise a comprehensive market survey that will be used to update the government's specification for competitive action. The Naval Sea System Command (NAVSEA) is hereby issuing a RFI on behalf of the Support Ships, Boats, and Craft Program Office (PMS 300), to assist in forming a comprehensive market survey of commercially available engines. CAPABILITY DISCUSSION: Marine Diesel Engine Desired Attributes � The following are the notional attributes that are desirable for inboard marine diesel engines to satisfy the operational requirements for the 7mRB: � 1. Performance - Rated output of at least 200 bhp. 2. Weight - Dry weight of less than 1000 lbs. 3. EPA Tier 3 Compliance - Meets (or has a product plan in place to meet) applicable EPA Tier 3 emissions requirements. 4. Rated Operating Hours/Year -Annual operating hour rating of not less than 500 hours/year. 5. 12- or 24-Vdc Ungrounded Power Compatibility - Electrical system (starting/charging) compatible with a two-wire, ungrounded 12- or 24-Vdc electrical power system. This includes availability of options for 12- or 24-Vdc ungrounded marinized starters and alternators. 6. Alternator Output Rating -Alternator rated for not less than 100 amps at 12-Vdc or 80 amps at 24-Vdc. 7. JP-5 Fuel Compatibility - Operate utilizing NATO fuels: F-76 (diesel fuel) and F-44 (JP-5). 8. Marinization - Rated for marine use and must incorporate materials and/or coatings to minimize corrosion and detrimental effects of a marine environment to the maximum extent practicable. 9. Dry-run Seawater Pump - Equipped with a dry-run seawater pump to allow for daily engine starting dry during launch operations. Period of dry-run operation shall be not less than 5 minutes.? � Marine Diesel Engine Additional Attributes The following are additional attributes that are desirable for inboard marine diesel engines to enhance operational utility: 1. Expanded Output Ratings - Horsepower range ratings available to support usage on a variety of platforms for standardization of logistics support (including training, maintenance and parts commonality) to reduce Total Ownership Cost (TOC). 2. JP-5 Fuel Optimization - The low lubricity nature of JP-5 fuel should not require additional equipment for engine operation and should result in minimal loss of performance. 3. Maintenance Accessibility - Arrangement and access should be optimized to facilitate maintenance (filter replacement, dipsticks, etc.), or arrangement should be flexible to suit a variety of engine compartment arrangements. 4. Integral Diagnostic Capability - Equipped integral diagnostic capability such that troubleshooting and diagnostics support are integral to the system, not requiring use of a laptop or other special portable diagnostic tools. 5. Integrated Logistics Support (ILS) - Existing government ILS support, such as parts provisioning, technical manuals or Preventative Maintenance System (PMS) documentation. 6. Control Redundancy/Override - Manual controls should be available to override engine automatic shutdown features, for emergency/battle operation. 7. Shielded Cables - Engine OEM cables and wiring should be shielded to the maximum extent practicable to prevent generation of or adverse effects from Electromagnetic Interference (EMI) and Radio Frequency Interference (RFI). 8. SOLAS Approved - Engine is certified to meet the Safety of Life at Sea requirements. 9. System Lifecycle Cost - Projected lifecycle cost for the engine (including acquisition, operation and maintenance costs) for the expected boat service life shall be minimized. 10. Supportability - Since the Navy deploys RIBs in all theaters, the company needs to have a network of dealers, suppliers, and service centers that extends worldwide. 11. Warranty. RESPONSES & SUBMISSION OF INFORMATION: Interested parties are free to submit any information which may assist the Navy in its market research. There is no page requirement/limit and a detailed proposal is not requested. Submission in PDF format is desired. Drawings sized to 8.5""x11"" or 11""x17"". All other documentation sized to 8.5""x11"". Provide as much of the following technical data as practical within the time constraints of this inquiry. If the Respondent has multiple commercially available engines that meet the RFI requirements, a separate response should be submitted for each. The following information is requested (Please use as a checklist): 1. Provide data and/or information on any marine diesel engine meeting the listed attributes as identified in the capability discussion section. Data must be submitted on engines that are or will be production ready by Q4 2025 only. The data and/or information should consist of: a. ������� Principal characteristics, attributes, and capabilities. b. ������� Supporting documentation for all claims. c. ������� Drawings and specifications for the candidate engine. d. ������� Photographs or images. e. ������� Completed forms in Appendix A - Fillable Forms. 2. Identify or describe commercial applications where the technology has been used. a. ������� Identify the number of engines that were delivered, dates delivered, and customer. 3. Provide the approximate price for: a. ������� Candidate engine. b. ������� Consumable materials and parts. � Respondents are responsible for properly marking and clearly identifying proprietary information or trade secrets contained within their response. �The Government will not be liable for or suffer any consequential damages for any proprietary information not properly marked and clearly identified. �Information provided shall be treated as Business Sensitive and will not be shared outside of Government activities and agencies without the permission of the provider.� Please do NOT provide classified information or use the marking �CONFIDENTIAL� as this marking is considered classified by the Government which would require special handling of the information. Defense and commercial contractors, including small businesses, veteran-owned businesses, service-disabled veteran-owned businesses, HUB Zone small businesses, and woman-owned small businesses are encouraged to monitor FBO for updates and to participate in any future solicitation, if one is issued.
