Description
The National Park Service (NPS) is offering a 15-year concessions opportunity at Shenandoah National Park. All services offered by the Concessioner will operate on a seasonal basis. The Concessioner will offer a total of 285 lodging units at Skyland Resort, Big Meadows Lodge, and Lewis Mountain. The Concessioner will operate food outlets at Big Meadows Lodge, Skyland Resort, Big Meadows Wayside, Elkwallow Wayside, and Loft Mountain Wayside. The Concessioner will offer retail sales at the lodging and wayside locations as well. The Concessioner will operate four campgrounds: Mathews Arm, Big Meadows, Lewis Mountain, and Loft Mountain. At three of these campgrounds (Big Meadows, Lewis Mountain, and Loft Mountain), the Concessioner will also operate camp stores, laundry, and showers. The Concessioner will offer automotive services (fuel) at Big Meadows Wayside. Finally, the Concessioner will offer horseback riding at the Skyland Stables, which has 16 stalls and 11 acres of paddock. Shenandoah National Park was established December 26, 1935, and totals 197,411 acres located about 75 miles from Washington DC. One of the Park�s most famous features, Skyline Drive, constructed in the 1930s by the Civilian Conservation Corps, offers drivers 105 miles of scenic overlooks, trailheads, picnic areas, and campgrounds between Front Royal in the north and Rockfish Gap in the south. Another way to traverse the length of Shenandoah is by hiking the hundred or so miles of the Appalachian Trail that run across the Park. In addition to Front Royal and Rockfish Gap, the Park is accessible from Luray and Sperryville by way of the Thornton Gap Entrance Station, as well as from Elkton and Stanardsville via Swift Run Gap Entrance Station. The NPS will lead a two-day site visit�Tuesday, August 13, 2024 and Wednesday, August 14, 2024.� Attendance is not required in order to submit a proposal.�Each party intending to attend the scheduled site visit must send an email message to NER_Concessions@nps.gov�no later than 4:00 p.m. ET on August 9, 2024, to reserve a spot for the site visit. Attendance is limited to five (5) attendees per organization. The email must provide the following information: Name Name of the organization you are representing Primary contact for the organization Names of the other site visit attendees for your organization (maximum of 5 attendees per organization) The NPS will provide further information and additional directions by return email message to the organization's identified primary contact.? Questions in response to this prospectus are due in writing by 4:00pm ET on Monday, August 19, 2024,�by email to NER_Concessions@nps.gov. Answers to questions received will be published under this Contract Opportunity on� https://www.nps.gov/subjects/concessions/prospectuses.htm. Notice of an intent to submit a proposal is due in writing by 4:00pm ET on Friday, October 18, 2024,�by email to NER_Concessions@nps.gov. Proposals must be submitted electronically to the National Park Service. To be evaluated and considered for award of a Concession Contract, the Electronic Proposal must be received by 4:00 p.m. ET on Thursday, November 7, 2024. After the Notice of Intent to Propose deadline and prior to the electronic proposal submission deadline, you will receive a welcome email message from the NPS�s Microsoft Teams platform at the email address you provided when you notified the Service of your intent to submit a proposal. You must accept the invitation before you can access the Teams site to upload your proposal. The NPS will not accept proposals submitted in hardcopy or via another electronic platform, including email. See Prospectus Part II Proposal Instructions for details on submitting an Electronic Proposal. Hardcopy of the Offeror�s Transmittal Letter with wet signature. All hardcopies of the Offeror's Transmittal Letter must be received by the National Park Service by 4:00pm ET on Friday, November 15, 2024.�Hardcopies must be sent by a major mail carrier (US Postal Service, FedEx, UPS, etc.) to the following address: Manager, Business Services Division National Park Service, Interior Region 1, North Atlantic-Appalachian 1234 Market Street, 20th Floor Philadelphia, PA 19107 Intents, questions, proposals and hard copies of the Offeror's Transmittal Letter must be received by the National Park Service no later than 4:00 p.m. ET of the due date listed above and on the inside cover of the prospectus. � UPDATES UPDATE No.1 - Correction of inconsistent limit to number of site visit attendees from each organization. The correct number is five (5) attendees per organization. UPDATE No. 2 - Appendix B Word Version of Proposal Package reposted to fix permissions issues experienced by some users. UPDATE No. 3 - The Service has posted Amendment No. 1 which contains to Service responses to questions received in response to this solicitation, submitted before the August 19, 2024, due date. The Service has also updated the Business Opportunity and Draft Contract Exhibit B Operating Plan.
