- Description
- The government is seeking acquisition strategy input from interested offerors. This acquisition will be for Special Operations Command South's Joint Information Support Element (JICE) follow on contract. The anticipated period of performance is a base year and four option years. The anticipated contract type is Firm Fixed Price. The anticipated NAICS is 541611 (Administrative Management and General Management Consulting Services), and the PSC is anticipated to be R499 Other Professional Services. Potentially interested offerors are invited to provide a brief company description and examples of past experience similar to the below PWS summary. Furthermore, interested parties are requested to assist the government in addressing the following: 1) What IDIQ's with low fees and protest protection exist that may be a good fit for this requirement? 2) A FFP contract type is preferred, however this type of work often uses a Labor Hour type contract. If performed as a FFP contract what accountability mechanisms exist to ensure the government doesnt pay for labor that is not being performed? 3) When estimating the number of annual hours for a Full Time Equivelent (FTE) position, how does your company estimate annual hours performed? How do paid time off and sick leave factor into that figure? 4) Please assist in determining whether a small business set aside is appropriate. 5) What evaluation factors would you suggest for this acquisition? Sample language is appreciated. 6) What amount of time is reasonable to create a proposal? For estimating purposes, assume a 10 page limit for the Technical Volume, The Price Volume includes a base year model of rates with basic escalation for option periods, and a Past Performance requirement) The PWS is summarized below: The overall scope of work includes 13 All-Source Intelligence Professionals to enhance national security and partner nation stability with data-driven applications. Tasks include strategic and operational-level planning, intelligence planning support (CONOP/OPLAN/OPORD development), and technical analysis in support of global, regional, and country threat assessments and analyses. They further include support to SOF sensitive activities (SA), wargaming and exercise planning, technical studies, strategic initiatives analysis and assessment, information-related capabilities, and participation in conferences and meetings. The highly specialized subject matter experts (SME) will perform in-depth research, analysis, and intelligence production on distinctive topics that are unique to SOCSOUTH. The areas of focus involved include: (1) External Malign State Influence Actors (2) Counterterrorism analysis focused on Violent Extremist Organizations (VEO) and Regional Terrorist Organizations (3) Analysis of transnational criminal organizations (TCO) and subsequent threats to the Area of Responsibility (4) Sensitive Activities Support to Special Operations (5) Emergent Threats (6) Natural Disasters (7) Exercise Support (8) SME Exchanges and Conferences. These intelligence analysts will employ all-source intelligence processes to collect data and correlate this information into products formatted to DIA standards to inform the Commander, deployed units, and deliver threat briefings. Using advanced research and analysis methodologies, Analysts gather information from both classified and unclassified resources to produce detailed analytical products in support of SOCSOUTH operations. The All-Source Intelligence Professionals will be comprised of four primary focus areas: Analysis regarding external Malign State Influence Actors (MSA attempts to control the information/misinformation space, disrupt illicit, illegal activities to include trade, illicit businesses deals, economic influence, strategic investments, mil-to-mil engagements, out-compete strategies, economic infrastructures and other malign or out-compete investments. Counterterrorism Analysis (CT) on Violent Extremist Organizations (VEO) and Regional Terrorist Organizations (RTO) with influence in the USSOUTHCOM AOR. Researched topics include the growing radical influence in the region, specifically country economic engagements of interest and its effects on U.S. policy, updates on radical individuals and institutions in the region, and foreign engagement in the AOR that could potentially be used as cover for other activity threatening U.S. interests. Analysts also provide detailed network analyses using various IC databases and tools to present an operating picture that is continually updated. Analysts routinely provide analytical briefings to the Commander of SOCSOUTH and for the greater IC on CT-related topics within Latin America and the Caribbean. Counter-Transnational Organized Crime (CTOC) analysis on networks within the USSOUTHCOM AOR. The work includes analyses of major drug trafficking networks, special interest alien smugglers, and transnational street gangs operating in Central and South America, as well as understanding the effects the illegal drug trade has on host nations. Focus is on developing deliverables to include all-source information reports, position papers; threat-related reporting that could impact SOCSOUTH operations, and long-term assessments on security and drug trafficking trends. SA support to SOF SA program planning and operational integration expertise at the strategic and tactical levels to include support for assessing current policies, support to training, support to deployed SOF forces and support to real world events, ensures the SOCSOUTH staff and leadership is prepared to execute CONPLANs, daily intelligence support, the development, coordination and execution of sensitive programs, tactical support to SOF SA OAIs, CONOPS, development for proposed and approved SOF activities and provide specific implementation recommendations for approval at the General Officer-level. Finally, short-term travel may be required for the All-Source Intelligence Professionals to support these efforts during SME exchanges, conferences, exercises, low-risk operations, and other similar engagements.
