THIS IS A SOURCES SOUGHT NOTICE.� THIS NOTICE IS ISSUED FOR MARKET RESEARCH PURPOSES ONLY.� THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT BIDS. �A PRE-SOLICITATION SYNOPSIS OF PROPOSED CONTRACT ACTION WILL BE POSTED AT A LATER DATE WHICH WILL PROVIDE INSTRUCTIONS FOR BIDDERS TO RESPOND TO THIS OPPORTUNITY.� � PLEASE READ ALL INFORMATION CONTAINED HEREIN BEFORE RESPONDING.� PLEASE DO NOT RESPOND TO THIS NOTICE IF YOU ARE NOT SERVIOUSLY INTERESTED AND IF YOU DO NOT PERFORM THIS REQUIREMENT AS IT WILL DELAY THE POSTING OF THE SOLICITATION DUE TO FURTHER MARKET RESEARCH THAT WILL BE REQUIRED. The Federal Bureau of Prisons (FBOP) anticipates issuance of a solicitation for the award of a firm-fixed-price construction contract for a project titled Chiller Repair at the Federal Medical Center (FMC), located in Butner, North Carolina.� FMC is a Federal Medical Center located at P.O. Box 1600 Butner NC 27509.� The work to be performed in association with this project includes the following scope: Chiller Repair The successful contractor shall provide labor, equipment, parts, materials and supplies to provide the following: SCOPE OF WORK: For each of the four chillers, perform the following: 1) Recover R123 refrigerant and save for re-use. 2) Remove existing Trane PRGCA0llAG0A purifier purge unit, and replace with new current model Trane or equal, to include miscellaneous components necessary to connect to building power and to chiller equipment and make fully functional. Required features of the purge unit include: a) Package unit complete with control box assembly, filter drier assembly, condenser assembly, purge condensing tank assembly, purifier-mounted human interface, and pump assembly. b) Operates on 115V/60Hz/1P power. c) Compatible with R123 refrigerant. d) Bearing UL Label. e) Work seamlessly with the existing Trane Model CVHF910 chillers and new controllers. 3)� Remove existing controller and replace with current model Trane Symbio 800 or equal, to include miscellaneous components necessary to connect to building power and to chiller equipment, and make fully functional. Required features of the controller include:����������������������������������� a) 12?inch color touch screen user interface showing operating status, performance monitoring, scheduling changes, and operating adjustments. b) Multiple, open standard protocol support, capable of supporting BACnet, Modbus TCP/IP, or RTU, and LON. c) Data logging provides review and analysis of equipment, zone, and building performance. d) Local scheduling capable of operating separate from the Building Automation System. e) Expandable inputs/outputs (I/O), capable of supporting up to 500 combined I/O terminations. f)� Input power for controller must be 24 Vdc, 400mA max. g)� Controller program shall include a program binder to enable Powerhouse staff to add a new sensor to the system and bind it into the program via the touch screen. h) Work seamlessly with the existing Trane Model CVHF910 chillers. 4) Pressure test system using nitrogen. Repair any leaks, and repeat pressure test until successful. Vacuum to pressure recommended by manufacturer, and hold for minimum (1) hour with no pressure loss. 5) Re?charge system with R123 refrigerant. Supplement salvaged refrigerant with new to achieve a full charge. 6) Perform start?up services to verify that purge units and controllers are functioning properly. Pursuant to Federal Acquisition Regulation (FAR) 36.204, the estimated magnitude of the project lies between $250,000 and $500,000. (NOTE: This range is one of 8 available ranges from FAR 36.204 and is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of the selected range.� It merely conveys that the estimate/budget lies somewhere within that range).� The North American Industrial Classification System (NAICS) code applicable to this requirement is 238220 with a corresponding small business size standard of $19 Million. To be considered an interested vendor, you must possess this NAICS code in your https://sam.gov registration. Interested bidders must be registered in the System for Award Management (SAM) at https://sam.gov The FBOP is seeking small business contractors for this project.� Your business size metrics information entered in your SAM registration must be less than or equal to the small business size standard specified above.� Interested small business contractors are requested to respond to this notice by adding their names to the Interested Vendors List for this posting on the SAM website at https://sam.gov.� You must be logged in to your vendor account in order to access the Interested Vendors List.� Please add your business name only if you are interested in submitting a bid as a Prime contractor and are capable and eligible to compete for and perform this project.� This notice is intended only for those who would be entering into a Prime contract with the FBOP for the entirety of the project.� The FBOP does not award subcontracts.� Subcontracts (if applicable/necessary) are the responsibility of the Prime contractor.� The FBOP has no privity of contract with subcontractors.� A Market Research Questionnaire has been attached to this notice.� Please complete the document in its entirety and return to the email address listed in the document.
