Sources Sought Synopsis FROM:� Wes �James� Bennett, 408 SCMS GUEA ��� John �Jay� Winslett, 408 SCMS GULB TO:� �� DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION:� Robins AFB, GA 31098-1813 Sources Sought;� (1) AN/ALQ-172 LRU-7 Countermeasures Converter: Power Supply NSN 6130-01-551-5132, (2) AN/ALQ-172 LRU-8 Phased Array Antenna subassemblies: BIT Limiter NSN 5895-01-497-2529 and (3) Down Converter NSN 5895-01-498-1190. SUBJECT: The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements for production of the following subassemblies: (1) AN/ALQ-172 LRU-7 Countermeasures Converter: Power Supply NSN 6130-01-551-5132, (2) AN/ALQ-172 LRU-8 Phased Array Antenna subassemblies: BIT Limiter NSN 5895-01-497-2529 and (3) Down Converter NSN 5895-01-498-1190. ITEM DESCRIPTION: The AN/ALQ-172 LRU-7 Countermeasures Converter contains the electronic groups required to provide the high band Phase Array Antenna System (PAAS) control processing and interface functions. The countermeasures converter contains Amplitude Direction Finding (ADF), polarization encoding, beam steering and polarization control, quadrant switch assembly control, and digital interface circuits. In addition, the countermeasures converter contains a regulating EMI/EMP protected power supply which converts aircraft ac power into dc voltages for use by both LRU-8 and LRU-9. The AN/ALQ-172 LRU-8 Phased Array Antenna is a component of the AN/ALQ-172(V)2 Countermeasure Set (CMS). The LRU-8 provides the high band PAAS with electronically steerable antenna beam in the azimuth plane and a fixed antenna beam in the elevation plane. The LRU-8 antenna consists of 16 circuit cards, a polarimeter, receive circulator assemblies, a dual circulator driver, BIT limiter, a down converter, and IF phase shifter. The items specific to this effort are the LRU-8 BIT limiter (NSN 5895-01-497-2529 P/N G234624-1), LRU-8 Down Converter (NSN 5895-01-498-1190 P/N G234623-1), and LRU-7 Power Supply (NSN 6130-01-551-5132 P/N G635700-1).� IMPEDEMENT TO COMPETITION: The Original Equipment Manufacturer (OEM) for the ALQ-172 is L3Harris Technologies, Inc. (CAGE 28527) including the LRU-7 and LRU-8 which the SRUs for the respective LRUs are the subject of this Request for Information (RFI). L3Harris subcontracted the manufacturing of the BIT limiter, down converter, and power supply to Raytheon Systems Company. The Government only has a Source Control Drawing (SCD) for the BIT limiter which identifies Sedco Systems, Inc., who is now owned by Raytheon, as the only approved source of supply for this item. The Government only has a SCD for the power supply which identifies Raytheon Systems Company as the only approved source of supply for this item. The Government does not possess any data for the down converter. There is currently NO Government funding available for reverse engineering to qualify a new manufacturing source and there are NO serviceable assets available for loan/lease or borrow. INTEREST: The DLA/AWB Contracting Office intends to award a sole source contract to Raytheon Technologies, Inc. (CAGE 49956) for the manufacture of the BIT limiter and down converter for the LRU-8 and power supply for the LRU-7 in support of the B-52 AN/ALQ-172 bomber program. Other interested parties may identify their interest and capability to respond to the requirement no later than 11 October 2024 by emailing Christine Smith � christine.smith.20@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Both large and small businesses are encouraged to participate in this market research. Any company that meets the requirements for manufacturing these subassemblies shall furnish all material, support equipment, tools, test equipment, and services. The company shall be responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor�s facility. Any furnished materials or parts used shall be equal to or exceed the quality of the original material or parts. If, after reviewing this document, an interested party desires to participate in this market research, they should provide documentation that supports that company�s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.). Interested parties should also identify areas of work that the company believes should be broken out exclusively for small business.
