Attachment: 2024.10.24 Government Responses_SAM _______________________________________________________________________________ UPDATE: 09 October 2024 - Draft Solicitation Q&A Extension and Submission Instruction Update�-�Utilizing the Industry Comment Matrix, the respondent should identify any comments or questions, as well as recommendations for USTRANSCOM�s consideration. The first tab of the Comment Matrix provides instructions for completion. The Government will review all comments/questions/recommendations submitted by industry and refine the solictation documentation, if necessary. A response from the Government in regards to questions, comments, and/or recommendations on the draft solicitation documentation is not guaranteed. Responses to the Draft Solicitation shall be submitted in writing via email no later than 1700 CT on 14 October 2024. Please note these documents are all DRAFTS and are subject to change pending recommendations from industry and USTRANSCOM�s internal review. The use-case, bidder�s library documenation, full list of provisions and clauses, and interface design document (IDD) standard document template are intentionally omitted and will not be provided for industry review at this time. A response from the Government in regards to questions, comments, and/or recommendations on the draft solicitation documentation is not guaranteed. __________________________________________________________________________________________________ This presolicitation notice serves as notification to industry of the upcoming solicitation for the Enterprise Architecture, Data, and Engineering procurement, hereafter referred to as EADE. The scope of this requirement is to acquire enterprise architecture, enterprise data management, and information technology engineering services for the United States Transportation Command (USTRANSCOM) and its Transportation Component Commands (TCCs). The scope of the architecture, data management, and engineering services includes the operational and system perspectives of Command and Control (C2), planning, transportation, logistics, and business support system domains. Informed by strategic vision documentation, the contractor will provide architecture, data management, and engineering support. Additionally, this requirement will support prototyping, information support plan development, software development, and system administration that allows Enterprise Architecture (EA) data to reside in one integrated architecture tool suite. This requirement procures an integrated enterprise architecture from the enterprise level through the solution level and across architectures. Integration is achieved through an architecture tool suite, the use of standardized templates and guidelines, training, and the architecture review process. The work effort will support engineering and analytical services required to support and implement USTRANSCOM, and its TCCs operational and system requirement(s) solutions. Individual task orders will identify the scope of work required for USTRANSCOM, the Air Mobility Command (AMC) supported by Headquarters Air Force Material Command�s (HQ AFMC) Air Force Life Cycle Management Center (AFLCMC), and the Military Surface Deployment and Distribution Command (SDDC). The United States Transportation Command Directorate of Acquisition (TCAQ) intends to solicit and award a single-award Indefinite Delivery Indefinite Quantity (ID/IQ) contract, with firm fixed price and labor hour task orders. The EADE ID/IQ will have a five-year ordering period, beginning on or around 14 August 2025. Task Orders will be negotiated after award of the ID/IQ contract, with performance expected to begin on or around 01 October 2025. The Government will utilize the DoD Source Selection procedures to award to the offeror determined to represent the best value to the Government. This requirement will be solicited as a 100% small business set-aside utilizing NAICS 541512. The anticipated date for release of the solicitation is on or around 31 October 2024.
