- This Sources Sought is not a Request for Proposal, Request for Quote, or Invitation for Bid. There is no commitment by the Government to issue a solicitation, make awards, or pay for respondent's expenditures made in response to this notice. Interested vendors are responsible for monitoring this notice for any subsequent amendments. All submissions become government property and will not be returned. Any solicitation issued resulting from this notice will be in a separate announcement. The purpose of this notice is to survey interest and obtain capability statements from industry to assist the Government in shaping the acquisition strategy. The U.S. Army Corps of Engineers (USACE) Europe District is planning a procurement for an Environmental Services indefinite-delivery indefinite-quantity (IDIQ) single-award task-order contract (SATOC) in the country of Germany (with 10% allowance outside of Germany). The SATOC would have a five-year ordering period with a maximum capacity of $1.5M. The SATOC expires at the end of the ordering period or when the maximum capacity is reached, whichever comes first. The North American Industry Classification System (NAICS) code for this procurement is 541620 - Environmental Consulting Services. The Government is considering issuing a Request for Proposal around February 2025 with the ordering period starting no earlier than July 2025. The solicitation would use procedures of FAR 15, 16.5, and other regulations and supplements. PROJECT DESCRIPTION The SATOC�s scope would cover administrative services in support of U.S. Department of Defense and other U.S. agencies operations in Germany � see attached draft scope. The intent of the ITAM Program is to provide training land management capability across the total Army. The US Army recognizes that the execution of training to doctrinal standards under realistic combat conditions will affect the environment. The ITAM Program is also an essential part of the Army�s commitment to environmental stewardship. ITAM establishes a systematic framework for decision-making and management of Army training lands. This allows the Army to manage its land in an environmentally sound manner to ensure no net loss of training lands for accomplishing primary activities (training, testing, storage, etc.) or for impacting the overall training capability. The effective integration of stewardship principles into training land and conservation management practices ensures that the Army�s lands remain viable to support future training and mission requirements indefinitely. It integrates elements of operational, environmental, master planning, and other programs to identify and assess land use alternatives. The ITAM Program thus supports sound natural and cultural resource management practices to provide stewardship of land assets, while sustaining those assets to support training, testing, and other installation missions. The ITAM program consists of TWO major elements: (i) Land Rehabilitation and Maintenance (LRAM), (ii) Sustainable Range Awareness (SRA). CAPABILITIES STATEMENT Vendors interested in the potential procurement shall submit a brief capabilities statement no longer than five pages in English with the following information. 1. Company name, address, CAGE code, and UEI number; and point of contact with phone number and e-mail address. 2. Describe experience in performing similar work and the capability to perform multiple projects simultaneously in any of the following. Explain if work was performed as a prime or subcontractor, and include project timeline and value in U.S. dollars. Projects working in Germany. Projects working with US Government agencies. Projects working in Administrative Support.
