- FEMA intends to award a single award Blanket Purchase Agreement (BPA) to a GSA Multiple Award Schedule (MAS) holder. The solicitation will be posted on GSA eBuy to small businesses on MAS 3361V. The award will be for a base year plus 4 option years. FEMA anticipates awarding the BPA around 06/01/2025. It is the intent of FEMA to purchase additional Mobile Communications Office Vehicles (MCOVs) in the currently operating fleet of second-generation platforms (GEN-II) and the new iteration of third-generation platforms (GEN-III) category. The trucks will be a part of rapid deployment systems that quickly respond to disasters, emergencies, or special events. This will provide initial support to disaster victims or supporting disaster management teams. These vehicles will be deployed in less than favorable conditions and must be self-sustaining to support its assigned mission. Any potential offeror is REQUIRED to come to the Frederick, Maryland facility to view the currently accepted GEN-II platform configuration; this will also assist in the blueprint creation of the GEN-III platform. The offeror is responsible for their own measurements and documentation against the current platform. This is to ensure there are no misunderstandings as to the documentation provided, and what it required as a deliverable. The new GEN-II purchases must replicate, in physical size, form, fit, function, and the performance of the current GEN-II deliveries. The recently delivered GEN-II platforms meet the current operational requirements. All subsequent GEN-II deliveries need to be identical for fleet consistency. This includes compartment and door access size and functions. The new iteration of GEN-III platforms should be a smaller, more tactical version of the current GEN-II platforms with an increased ability for off-road driving and maneuverability in the most austere environments.
