- This Announcement for Proposal (AFP) solicits proposals for lease of the Altitude Combustion Stand (ACS Complex) at NASA�s Glenn Research Center (GRC) in Cleveland Ohio, an underutilized, non-excess test facility used for testing combustion components at a simulated altitude. This solicitation includes both the test facilities and the accompanying land parcels and supporting infrastructure required for a tenant to perform operations onsite (See Attachment A). The available land (�Land�) (Attachment A) consists of one (1) parcel totaling approximately six (6) acres. NASA will accept Proposals for prospective leases for use of the Land and operation of the facilities included within. All Land is located inside of the controlled access portion of the NASA GRC Government-owned and Government-operated facility, which is designated as the �Fee Area.� The ACS Complex is in the central region of the Fee Area and was previously used for testing, and the prospective tenant will have access to the Land through the Fee Area as further described in the Model EULA (Attachment B). The ACS Complex is located off Walcott Road inside GRC in Cleveland, Ohio. The ACS Complex provides a system to test combustion components at a simulated altitude of 0 to 100,000 feet. The ACS Complex is equipped with an axial thrust stand, gaseous and cryogenic liquid propellant feed systems, water-cooled diffuser, data acquisition systems, video recording systems, facility control system, spray cooler and multi-stage vacuum ejector system. The ACS Complex became operational in 2009. Propellant capabilities include GH2, GO2, LH2, LO2 and LCH4. The Complex can accommodate engines up to 2,000 pounds of thrust and combustion chamber pressure to 1,000 psia. Depending on the size, engines can be fired at sea level or into a test tank that is evacuated to simulated altitude up to 100,000 feet. The ACS Complex could potentially be used for commercial testing applications such as igniter concepts, chamber and nozzle configurations, integrated engine systems, performance studies, and pulse and steady-state firing.
