Description
Synopsis: The Mission & Installation Contracting Command (MICC) Fort Jackson, SC is seeking multiple, most highly qualified, local socio-economic small business vendors willing to enter into a Blanket Purchase Agreement (BPA) for Overhead Door Maintenance and Services (please see Performance Work Statement attachment). The North American Industry Classification System Code (NAICS) is 238290, Other Building Equipment Contractors. The small business size standard for this industry is $22 million in average annual revenue. Overhead Door projects would include, but are not limited to, the following: Provide all necessary labor resources, management, personnel, materials, transportation, supplies, tools and equipment for all phases of work in connection with garage and overhead hangar door repair, maintenance, service or replacement in and around various buildings on Fort Jackson. A list of previously completed jobs on the installation is included (see attachment). Insurance may be required for these types of projects. These BPAs will be evaluated annually for compliance, workmanship and delivery and may remain in place for up to five years. When establishing these BPAs, the Government will consider price, past performance (where past performance information exists), and technical capabilities. The BPAs effective date will be approximately 10 August 2025 through 9 August 2030. A reasonable estimate of anticipated needs over the BPA's period of performance per BPA-holder (up to three) is $333,000.00. As prescribed in DFARS 252.204-7004, interested parties must be registered with the System for Award Management (SAM) under NAICS Code 238290. Representations and Certifications must also be on record. All interested parties should respond. Note: Responding to this notice does not guarantee a contract award. The government is not obligated to award a contract based on the information received and is not responsible for any costs incurred by respondents in preparing their responses. The Government will award up to three (3) Firm Fixed Priced (FFP) Blanket Purchase Agreements to the Lowest Price Technically Acceptable (LPTA) Offerors who are experienced, trained, certified technicians who possess knowledge, experience and skills pertinent to this requirement. The Government will evaluate the contractor's Price list, Technical Approach (to include capabilities statement) and Past Performance to ensure that it reflects a sound understanding of this requirement and complies with the requirements in the solicitation. All interested concerns will provide this office, in writing, with a notice stating their positive intention in participating. In addition, interested parties shall provide: 1. Company�s price list coinciding with the provided �completed job list� (attachment) *The price list shall include at a minimum: labor rates, materials list (markup percentage) and maximum discount rates for the government. 2. Technical Approach (to include Capabilities Statement) 3. Past performance information (if applicable) Please review attachments: ADDENDUM 52.212-1 (Instructions) and ADDENDUM 52.212-2 (Evaluation) Once the desired number of capable contractors is selected, this notice may be terminated or remain open. If remained open, this notice shall clearly indicate that BPA holders have already been selected; however, potential new vendors may respond and must meet the criteria and offer competitive value. The Government reserves the right to award fewer BPAs than anticipated, more BPAs than anticipated, or not award any BPAs if no proposals are received that meet the requirements.
