- Industry Day Announcement in support of Naval Sea Systems Command (NAVSEA). THIS NOTIFICATION IS BEING MADE TO PROVIDE PARTICIPANTS WITH THE MAXIMUM AMOUNT OF TIME FOR SCHEDULING AND MAKING TRAVEL ARRANGEMENTS. The program office for Guided Missile Destroyer (DDG) Modernization 2.0 (PMS 451) intends to conduct an Industry Day in Washington, DC 19-22 Aug 2025. PMS 451 is conducting market research to determine industry capability and interest performing Chief of Naval Operations (CNO) Depot Modernization Period (DMP) Availabilities (Full DDG MOD 2.0) commencing in FY 2029. The Request for Proposal (RFP) for the first Full DDG MOD 2.0 DMP Availability is anticipated to be released in Quarter 2 of fiscal year (FY) 2028. Program Background: DDG Modernization 2.0 (DDG MOD 2.0) is the next phase of upgrading the ARLEIGH BURKE (DDG 51) Class and brings significant increase in capability to the DDG 51 Flight IIA ships. In addition to the legacy DDG Modernization (DDG MOD 1.0) Hull, Mechanical, and Electrical (HM&E) and Combat Systems/AEGIS upgrades, DDG MOD 2.0 upgrades include installation of SPY-6(V)4 Air and Missile Defense Radar (AMDR) with updated AEGIS Baseline, SLQ-32(V)7 Surface Electronic Warfare Improvement Program (SEWIP) Block III, and High Efficiency Super-Capacity (HESC) Chillers. Industry Day Purpose and Details: PMS 451 will host an Industry Day for potential future offerors for Lead Maintenance Activities for the Full DDG MOD 2.0 DMP Availabilities beginning in FY29. The intent of this engagement is to provide offerors insight into the details that DDG MOD 2.0 installations will entail and to receive feedback from industry to inform program planning. PMS 451 will provide interested participants with a list of specific Requests For Information (RFIs) approximately three (3) weeks prior to the Industry Day with the intent to review RFI responses one-on-one with potential offerors. PMS 451 is seeking responses from companies that already possess a current NAVSEA Master Ship Repair (MSR) Agreement and that can perform dry-dock and pier-side maintenance, repair, and alterations of the scope anticipated for the Full DDG MOD 2.0 DMP Availabilities. Companies that do not already possess a NAVSEA MSR agreement may participate if they intend to have such an agreement in place and expect to be able to perform the scope of work anticipated for these availabilities prior to the first scheduled availability in FY 2029. The Government has provided an outline of some of the work anticipated to be completed in the Full DDG MOD 2.0 DMP Availabilities as an enclosure to this announcement (see Enclosure (1)). What / Where to Submit: Companies that already possess a current NAVSEA Master Ship Repair Agreement (MSRA): Email the primary and secondary points of contact listed in this announcement by July 29, 2025 at 12:00 PM Local Time, Washington D.C. with a subject line that states �DDG MOD 2.0 Industry Day.� The email should contain the name of the company, CAGE code, and the name(s), phone number(s), and email address(es) for the proposed attendees (up to five (5) attendees only). Companies that do not already possess a NAVSEA Master Ship Repair Agreement (MSRA) and Agreement: Email the primary and secondary points of contact listed in this announcement by July 29, 2025 at 1200 EST with a subject line that states �DDG MOD 2.0 Industry Day.� The email should contain the name of the company, CAGE code, and the name(s), phone number(s), and email address(es) for the proposed attendees (up to five (5) attendees only).The email should also include a brief description of your company and its capabilities as they relate to the capability to perform the scope of work anticipated for a Full DDG MOD 2.0 DMP Availability, and answers to the following specific questions. Please limit your response to no more than five (5) pages. Is your company a small or large business as defined by the Small Business Administration (SBA) under NAICS code 336611 (a small business must have 1,300 or less employees)? How many employees does your company have? Does your company have a website? If so, what is your company�s website address? Does your company have access to a dry-dock capable of docking and a pier capable of berthing an DDG 51 Flight IIA Class ship? Does your company have a satisfactory performance record for the type of work required? Given the complexity of the work described in this announcement, please describe your company�s historical experience including recent examples (within the past three years) completing work on similar systems or of a similar complexity as the critical systems outlined in Enclosure (1), or briefly describe how your company would be capable of meeting these requirements as of contract award. Does your company have the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them (including, as appropriate, such elements as production control procedures, property control systems, quality assurance measures, and safety programs applicable to materials to be produced or services to be performed by the prospective contractor and subcontractors)? In addition to the previous question, please answer the following sub-questions: Does your company plan on obtaining a NAVSEA Master Ship Repair Agreement (MSRA)? Does your company plan on obtaining a NAVSEA Agreement for Boat Repair (ABR)? No telephone inquiries will be accepted and requests for solicitation packages will not be granted, as a solicitation has not been prepared at this time.
