Description
Off-Site Inscription Services for NCA Districts The purpose of this amendment is to address submitted questions and to provide revised combined synopsis/solicitation and Statement of Work documents. The response due date and time is NOT extended and remains 31 July 2025 at 10:00 a.m. CST. The Combined Synopsis/Solicitation and Statemen of Work have been revised and are attached separately to this amendment. The Combined Synopsis/Solicitation has been revised to add additional information regarding samples and to make minor grammatical changes. The Statement of Work has been revised to include, but not limited to, changes to Sections 3.3.1, 3.4, 8.2 and 11.0. Note: There will not be a SF30 to sign for this amendment. Quoters shall provide a statement of acknowledgement and receipt of any and all amendments. Failure to acknowledge all amendments will result in the Interested Quoter being considered non-responsive and ineligible for award. Questions and Answers: Q: Can you please provide the inscription template for the A1 and C1 wall marker samples? A: The Combined Synopsis/Solicitation document has been revised to include this information. Q: The emblem for the I1/H1 samples is #60, Messianic. In the Drawings, General Notes 1. states All emblems when used on stone niche covers shall be 2 at their largest point to point measurement and all other areas in equal proportion. Emblem 60 is wider than it is taller much like emblems 21 and 49. At 2 wide point to point, emblem 60 is only 1 23/32 tall. The sample review letter states for the emblem height to be 2 tall, will this be adjusted to reflect an emblem that is wider than taller or accounted for in the review process? A: The emblem shall be 2 tall and it is known that the emblem may be wider than it is tall. Q: Since Emblem 60 is wider than it is taller, it will affect the Inter-Line Spacing between the top of niche cover and the top of the emblem as well as the spacing between the bottom of the emblem and the top of the First Line (last name), will this be accounted for in the review process? A: The emblem shall be 2 tall. This should not affect the spacing above or below it. Q: In Attachment B Statement of Work Inscription Services for Districts, Section 3.1, The contract states as follows: � ""FOB Origin Contractor s obligation to deliver the product ends with loading of inscribed headstone/marker(s) onto a government transportation vehicle at the Contractor s facility. A separate contract with a transportation company covers the headstone/marker delivery"". My questions regarding this would be: Do we hold the responsibility of retrieving blank niches/Memorial wall markers from each cemetery in the southeastern district? Do we have no obligation� nor responsibility of delivery of finished/inscribed markers� to each cemetery in the southeastern district? A: Section 3.1 is only for common definitions included in all MPS solicitations. This section also includes the definition of FOB Destination. For each district, the requirement is for FOB Destination. Per SOW Sections to include, but is not limited to: 3.3 Performance period Initial: The Contractor shall have seven (7) business days following the day the contract is awarded to forward packaging material to the cemeteries listed in Appendix A and pick-up or arrange transportation to pick-up the blanks for delivery to the Contractor s location. 3.5 Unit Price: The unit price is all-inclusive and covers the complete inscription ordered, regardless of the total number of lines or characters. The unit price shall be the total price paid for each monument inscription by the Contractor, FOB Destination to include packaging and pick-up of blank monuments from the cemetery and the return of inscribed monuments. 5.2 Contract : This contract includes all labor, materials, equipment, and transportation necessary to pick-up government furnished blank niche covers and memorial wall markers from the cemeteries listed in Appendix A, entitled FOB Destination. It is essential that the Contractor provide inscriptions on the covers specifically provided for each cemetery. The Contractor shall segregate niche covers and wall markers, so the blanks provided for each cemetery are used solely for that cemetery. 12.1 The cemetery is responsible for inspecting blank niche covers or memorial wall markers prior to packing for pick-up by the Contractor or their transportation carrier. The Contractor is NOT responsible for the inspection of blanks at initial pick-up. 12.2 Cemetery personnel will be responsible for completing Appendix B Transfer of Government-Furnished Headstones, Markers or Niche Covers form (NCA Handbook 3320), stating the quantity of blanks for each type that has been inspected for pick-up by the Contractor. A copy of Appendix B should be included in the shipment, a copy retained by the cemetery and a final copy emailed to the Contractor and MPS. 13.0 FOB Destination Procedure and Responsibilities, the transportation for the monument produced and shipped to consignees is the responsibility of the Contractor. 15.4 Completion point for monuments delivered FOB destination. The Contractor s responsibilities are deemed complete upon acceptance by the Government.
