Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI, as outlined in FAR 15.201(c)(7), is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Office of Acquisition Management Services (OAMS) is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense. Not responding to this RFI does not preclude participation in any future solicitation, if any is issued. 1. Description The Medicare Modernization Act of 2003 created the Health and Human Services (HHS) Office of Medicare Hearings and Appeals (OMHA) to simplify the appeals process and make it more efficient. OMHA's Administrative Law Judges (ALJ) hold hearings and issue decisions related to Medicare claim denials that reach Level 3 of the Medicare appeals process. 2. Scope of Work The contractor will provide consulting services to: Identify and document business and technical needs. Assess capabilities and gaps. Develop mitigation strategies. Prepare an AoA Study Plan and execute the AoA. Recommend the most suitable alternative through a final report. Develop an implementation strategy and notional schedule. 3. Responses In response to this notice, interested contractors are invited to submit: A. A one-page cover letter that includes your company�s applicable GSA schedule number, UEI, cage code, business size for the NAICS listed above, and contracts point of contact. B. Capability Statement C. Firms will need to provide a response no longer than 2 pages. D. Firms shall also provide one page that outlines an instance of past government experience (task order/contract) with tasks similar to scope of this draft requirement. Past example should include contract numbers, customer information, and identify point of contacts. E. Documentation will be evaluated by OMHA solely for the purpose of determining the availability and potential technical capability of all businesses in providing the requirement through GSA schedules. 4. Information Submission Instructions. The information should be provided in Adobe PDF and be limited to 2 single-spaced pages, with 1-inch margins, and using not less than 12-point font. Charts, Tables, Diagrams and Captions can be in 10-point font; Cover page not included in page count. The response must be submitted no later than August 18, 2025 at 4:00 PM Eastern Time. The response should be e-mailed to the following address: Angela.Fox-Meade@psc.hhs.gov. The email shall reflect the following in the Subject Line, �RFI Notice: Business System Modernization (Re platform)�. Questions regarding this announcement must be submitted no later than August 8, 2025 at 4:00 PM Eastern Time. The response should be e-mailed to the following address: Angela.Fox-Meade@hhs.gov. E-mailed questions sent to any other email address other than Angela.Fox-Meade@hhs.gov will not be accepted. The email shall reflect the following in the Subject Line, �RFI Notice Questions: Business System Modernization (Re platform)�. Telephone solicitations and verbal questions will not be accepted. Questions will be answered by posting answers to Sam.gov.
