PART 2 OF 2. C--ADDITIONAL INFORMATION: (1) Anticipated Period of
Performance: The total length of the technical effort is estimated to
be 60 months, including time for report processing. (2) Expected Award
Date: 1996 June-August. (3) Government Estimate: The government
funding profile is estimated to be as follows: System Analysis, FY96 -
$170K, FY97 - $250K, Development and Integration, FY97 - $190K, FY98
- $383K, FY99 - $828K, FY00 - $413K, Evaluation and Demonstration, FY00
- $1,260K, FY01 - $901K. This funding profile is an estimate only and
is not a promise for funding as all funding is subject to change due to
government discretion and availability. (4) Type of Contract: Cost Plus
Fixed Fee (CPFF Completion) or Cost Reimbursement, (5) Government
Furnished Property: One helmet mounted display (HMD) system with head
tracker, drive electronics, and connectors. Offerors should identify
and arrange for use of any other GFP. (6) Notice to Foreign-Owned
Firms: All foreign participation at the prime contractor level is
excluded from this procurement. D--PROPOSAL PREPARATION INSTRUCTIONS:
(1) General: Offerors should apply the restrictive notice prescribed in
the provision at FAR 52.215-12, Restriction on Disclosure and Use of
Data, to trade secrets or privileged commercial and financial
information contained in their proposals. Proposal questions should be
directed to one of the points of contact listed elsewhere herein.
Offerors should consider instructions contained in the WL PRDA and BAA
Guide for Industry referenced in section A of this announcement.
Technical and cost proposals, submitted in separate volumes, are
required and must be valid for 180 days. Proposals must reference the
above PRDA number. Proposals shall be submitted in an original and five
copies. All responsible sources may submit a proposal which shall be
considered against the criteria set forth herein. Offerors are advised
that only contracting officers are legally authorized to contractually
bind or otherwise commit the government. (2) Cost Proposal: The
accompanying cost proposal and price breakdown shall be supplied on an
SF 1411, together with supporting schedules, and shall contain a
person-hour breakdown per task. Copies of the above-referenced forms
may be obtained form the contracting office cited. (3) Technical
Proposal: The technical proposal shall include a discussion of the
nature and scope of the research, the technical approach, program
management, information on prior work in this area, descriptions of
available equipment, data and facilities, and resumes of personnel who
will be participating in this effort. Discussion shall include a
time-line schedule. The technical proposal shall include a Statement of
Work (SOW) detailing the technical tasks proposed to be accomplished
under the proposed effort and suitable for contract incorporation. The
SOW is not included in the page limit. Offerors should refer to the WL
Guide referenced in Section A to assist in SOW preparation. PL 98-94
applies. Offerors must submit approved DD Form 2345, Export-Controlled
DoD Technical Data Agreement with their proposal. Any questions
concerning the technical proposal or SOW preparation shall be referred
to the Technical Point of Contact cited in this announcement. (4) Page
Limitations: The technical proposal shall be limited to 75 pages. The
page limitation includes all information, i.e. indices, photographs,
fold-outs, appendices, attachments, etc. except for the SOW. Pages in
excess of this limitation will not be considered by the government.
Cost proposals have no limitations, however, offerors are requested to
keep cost proposals under 75 pages. (5) Preparation Cost: This
announcement is an expression of interest only and does not commit the
Government to pay for any response preparation cost. The cost of
preparing proposals in response to this PRDA is not considered an
allowable direct charge to any resulting or any other contract.
However, it may be an allowable expense to the normal bid and proposal
indirect cost as specified in FAR 31.205-18. E--BASIS FOR AWARD: The
selection of a source for award will be based on an evaluation of an
offeror's response (both technical and cost) to determine the overall
merit of the proposal in response to this announcement. The technical
aspect, which is ranked as the first order of priority, shall be
evaluated based on the following criteria which are of equal
importance: (1) New and creative solutions, (2) The offeror's
understanding of the problem, (3) The degree to which the offeror can
meet the objectives stated herein, (4) The flexibility of the proposed
concept to provide benefits in other systems and mission areas. (5)
The affordability of the proposed solution to customers. Solutions
should minimize reliance on special use processors and other hardware
devices. (6) The availability of qualified technical personnel and
their experience with off-board information fusion, in-flight mission
planning, flight control automation, pilot-vehicle interface
technologies, human factors engineering, and test and evaluation. (7)
The offeror's ability to plan and conduct piloted evaluations to
measure mission effectiveness, system performance, pilot workload, and
pilot acceptability. (8) The fidelity of the proposed demonstration
environment to that of a fielded system to show maturity and ease of
transition. (9) Organization, clarity, and thoroughness of the proposed
SOW and program schedule. The SOW and schedule should show products
early and at frequent milestones. The SOW should be ready for insertion
into a contract without modification. Cost, which includes
consideration of proposed budgets and funding profiles, is ranked as
the second order of priority. No other evaluation criteria will be
used. The technical and cost information will be evaluated at the same
time. The Air Force reserves the right to select for award of a
contract, grant or cooperative agreement any, all, part, or none of the
proposals received. Award of a grant to universities or nonprofit
institutions or cooperative agreement is lieu of a contract, will be
considered and will be subject to the mutual agreement of the parties.
The government reserves the right to award any resulting contract
pursuant to the Research and Development Standard Contract format in

has been established for this acquisition. The purpose of the Ombudsman
is to receive and communicate concerns from potential offerors when an
offeror prefers not to use established channels to communicate his/her
concern during the proposal development phase of this acquisition. All
potential offerors should use established channels to voice concerns
before resorting to use of the Ombudsman. The Ombudsman will
communicate certain offeror's issues, disagreements, and
recommendations on this acquisition into the proper channels. The
Ombudsman's role is not to diminish the authority of the program
director or the contracting officer, but to advocate an offeror's
concern on a not-attributional basis. The Ombudsman will not
participate in the evaluation of proposals or in the selection decision
process for this acquisition. Offerors with serious concerns only are
