USACERL requires development, testing, installation,and evaluation of a new field blast noise monitor base. Period of service will be through no later than fourteen (14) months after award. The proposed procurement will be on a sole-source basis IAW FAR 6.302-1. The Contracts Office intends to negotiate a firm fixed-price contract with the Department of Electrical and Computer Engineering at the University of Illinois because they have the only professionally and academically qualified individuals who have developed the basic signal processing algorithms and are performing extensive research on the present blast noise monitoring system. Request for Quotation (RFQ) No. DACA88-96-Q-0217 will be issued on or about 16 April 1996 with the closing date on or about 29 April 1996.
