Officer, (210) 536-6686. The Life Support Systems Division at the Human
Systems Program Office, Brooks AFB, TX is contemplating the acquisition
of a commercial off-the-shelf (COTS) active noise reduction (ANR)
capability for use in Gentex SPH-4AF and HGU-56/P helicopter helmets as
described below during the 1996 fiscal year. This announcement is NOT
a formal solicitation and is NOT a request for proposals. Any formal
solicitation will be announced separately. This sysnopsis is for
information and planning purposes only and is not to be construed as a
commitment by the Government. The intended operating environment is on
military helicopters to include, but not limited to, the MH-53, MH-60,
MH-47, and MH-6. The ANR capability shall be used in high EMI
shipboard operations and explosive atmosphere operations. The ANR
capability shall be in the form of ANR electronics modules which shall
be used to replace the existing speakers in the SPH-4AF and HGU-56/P
helmets' earcups, or as a replacement item for the entire earcup
assembly itself. The ANR system when used in the SPH-4AF or HGU-56/p
helmet must not degrade from the current impact protection capabilities
of the helmets, and must be of the appropriate impedance to match
aircraft communication systems. The ANR capability shall include a DC
battery power pack and aircraft powered capability, shall maintain
voice communications with a loss of DC power, and include installation,
operation, and maintenance procedures. Information submitted on each of
the following qualifications should be pertinent and specific in the
technical area under consideration: (1) A description of current
production ANR units which may meet the needs established above; (2)
How and where those ANR units are being used in the field; (3) Noise
attenuation test results using ANSI S12.42-1995 physical ear testing
(MIRE method); and (4) A description of the facilities, equipment, and
key personnel to be used in the production of any ANR units. Published
price lists are also requested. Responses should be limited to 6 pages.
Responses must be received before 24 Apr 96. Telephone responses will
not be honored. There is no specific format or outline that your
response must follow. Include other descriptive literature and any
other specific and pertinent information that would enhance our
consideration and evaluation of the information submitted. Firms
responding should indicate whether they are a small business(s), a
small disadvantaged business (SDB), 8(a), or large business (L).
