(OLA), a Prime Contractor to the Department of the Air Force under
contract F33615-94-D-1406 requests expressions of interest to support
initiation of a potential program to develop an Ultra-Wide Band (UAB)
antenna. The letters of interest are due by 1500, 19 April 1996. This
foliage penetration (FOPEN) radar antenna is intended for use on
Unmanned Aerial Vehicles (UAV) type platforms. The operation of a radar
sensor capable of finding targets hidden under foliage, and capable of
operating from an UAV such as the Tier II+, requires the development
of a specialized Very High Frequency - Ultra High Frequency (VHF-UHF)
Ultra Wide Band (UWB) antenna. Previous efforts in this area have used
Quad-ridged horns which are very bulky and require large amounts of
power. Antennas such as these are inappropriate for UAV applications,
where strict volume, weight and power consumption requirements must be
met. This antenna development will focus on such issues as power,
size, weight, cooling use of multiple polarizations and the methods for
platform integration. This antenna development should be vectored
toward the Tier II+ (Global Hawk) UAV with a nominal operating
frequency range of 25-500MHz. Because of the desire to integrate the
resulting antenna onto a Tier II+ UAV, it will be necessary for
potential participants to demonstrate that they have both the
competence and the ability to work with the developer(s) of the Tier
II+ platform to ensure that the antenna design accounts for the unique
features of the Tier II+ platform, and that the necessary integration
can be achieved with minimal impact on the Tier II+ design. This
announcement is to ensure that all potential offerors have an
opportunity to participate in this program. There will be no further
announcements made regarding this activity. This announcement does not
guarantee that a request for proposal will be issued to procure this
