NOTE: THE PROPOSED CONTRACT ACTION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; HOWEVER, ALL PROPOSALS RECEIVED WITHIN SEVEN DAYS AFTER DATE OF PUBLICATION OF THIS SYNOPSIS WILL BE CONSIDERED BY THE GOVERNMENT. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE WITH THIS PROPOSED CONTRACT BASED ON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice, and using the Simplified Acquisition Procedures in accordance with FAR Part 13. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number is N65538-02-Q-0008, and the solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-05. This solicitation is a 100% small business set-aside, the associated NAICS code is 514191, and the small business size standard is $11.5 Million. Line item 0001 is as follows: the contractor shall furnish WebView 2000 application hosting and database warehousing, data management, four (4) weeks onsite technical support and train ing services, and help desk support for approximately 177 buildings. The help desk support shall be available by telephone from 0830-1730 hours EST, Monday through Friday, excluding major holidays; after hours help desk support shall be available by pager. The technical support services shall extend over a continuous period of approximately twelve (12) months (Date of Award through September 30, 2003) and will be funded quarterly. WebView 2000 is a proprietary COTS internet-based integrated equipment management system, which automates Web based equipment data warehousing and analysis capabilities, including alerts and auto alarming. It uses periodic inspections and other routine PM activities using low-cost electronic data loggers with bar coding capability. These hand-held devices allow personnel to collect, store, alarm, and analyze PM data, performance data, predictive data, or any other valuable information periodically collected. Data is then uploaded to the central database for processing, analysis, and data warehousing. Using a standard internet browser, personnel can then gain access to equipment status, condition monitoring data, trends, alarms, exceptions, and reports for evaluating equipment condition and managing maintenance. The contractor will provide support in updating equipment records and barcodes; provide training in the use of existing hand-held data collection hardware; and provide support in updating and documenting exceptions in the WebView 2000 system. This task is in support of the Marine Corps Air Station (MCAS) at Miramar, San Diego, CA. Deliverables will be status reports, updated equipment records and barcodes, and updated WebView 2000 exceptions. The provision FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Offeror will include a completed copy of the provision FAR 52.212-3, Offerors Representations and Certifications-Commercial Items, with its offer. Clauses FAR 52.212-4, Contract Terms and Conditions-Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, FAR 52.232-33, Payment by Electronic Funds Transfer, Central Contractor Registration, DFARS 252.204-7004, Required Central Contractor Registration apply to this solicitation. Offers are due on 28 OCT 2002, to the Naval Sea Logistics Center, 5450 Carlisle Pike, Mechanicsburg, PA 17055, by 4:00pm, Eastern Standard Time.
