- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quote solicitation number is M00681-03-T-0063. This solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2001-09 and DCN 2002/07/30. This is an unrestricted acquisition. The Defense Priorities and Allocation System (DPAS) rating for this order is DO-C9E. The Regional Contracting Office, Southwest Camp Pendleton CA 92055 has a requirement for Brush Cutter parts to be installed on a Government-owned Caterpillar IT-14G Loader which will be located at Bldg. 2654, MCB, Camp Pendleton, Cal ifornia. The parts are as follows: CLIN 0001: QTY 1 EA ? BOOM, STEEL, 24 METER, T118, 18?, THE LITTLE AND COMPANY P/N: 0001118CT; CLIN 0002: QTY 1 EA ? HEAD, FLAIL, 5?, THE LITTLE AND COMPANY P/N: 00060CTFL; CLIN 0003: QTY 1 EA ? HEAD, ROTATER, 5?, THE LITTLE AND COMPANY P/N: 00060CTRT; CLIN 0004: QTY 1 EA ? KIT, HYDRAULIC, AUXILIARY, THE LITTLE AND COMPANY P/N: 001920-CTXF; CLIN 0005: QTY 1 EA ? WEIGHT, COUNTER, THE LITTLE AND COMPANY P/N: 000890-CTFW; CLIN 0006: QTY 1 EA ? ROTATER, HEAD, HYDRAULIC CUTTING, THE LITTLE AND COMPANY P/N: 0330008-CTRT; CLIN 0007: 1 EA ? SAFETY GLASS, LEXAN, FOR RIGHT SIDE DOOR, THE LITTLE AND COMPANY P/N: 00375-CTSG. Price shall also include Onsite Operator Training. Upon installation of the brush cutters, contractor to provide Onsite Operator Trainings. This is a brand name only, no substitution. Evaluation ? The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and technical factors considered. The following factors shall be used to evaluate quotes: Price, delivery date, product warranty. The following Federal Acquisition Regulation provisions and clauses are applicable to this solicitation: 52.212-1 Instruction to Offerors-Commercial Items; 52-212-4 Contract Terms and Conditions- Commercial Items; 52.212-5 Contract Terms and Conditions required to Implement Statutes or Executive Orders- Commercial Items, with the following additional FAR clauses being cited as applicable to this acquisition; 52.211-17 Delivery of Excess Quantities (Sep 1989); 52.222-21 Prohibition on Segregated Facilities; 52.222-26 Equal Opportunity; 52.222-35 Affirmative Action for Disabled Ve terans and Veterans of the Vietnam Era; 52.222-36 Affirmative Action for Workers with Disabilities; 52.222-37 Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; 52-222-42 Statement of Equivalent Rates for Federal Hires; 52.228-5 Insurance-work on a Government Installation; 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration. The following Defense Federal Acquisition Regulation Supplement (DFARS) clauses are applicable to this acquisition: 252.204-7004 Required Central Contractor Registration; 252.229-7000; 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items Nov 2001); with the following additional DFAR clauses being cited as applicable to this acquisition; 252-225-7036 North American Free Trade Agreement Implementation Act (Applies to actions $25,000.00 - $100,000.00) (MAR 1998). Copies of the Representations and Certifications, as well as any of the previously mentioned provisions and clauses may be found at the following web site: http://farsite.hill.af.mil/ Quotes are due by 1600 (Pacific Daylight Time) on 31 December 2002. Contact the Contracting Officer for any additional inquiries. Quotes may be submitted by facsimile transmission. Facsimile quotes are subject to the same rules as paper quotes. The telephone number of receiving facsimile equipment is 760-725-8445/4346. The government reserves the right to make award solely on the f acsimile quote. The complete original quote shall be submitted if requested by the contracting officer. Quoters bear the burden of ensuring that quotes (and any authorized modifications) reach the designated office on time and should allow a reasonable time for facsimile transmissions to be completed. All pages of the quote must reach the office before the deadline specified in this solicitation. Pages of a facsimile transmission that arrive in the office after the specified deadline may not be considered. The quoter bears the risk of non-receipt of facsimile transmissions and should confirm by telephone that any facsimile was received. Any facsimile transmission must clearly state the solicitation number and the name of the contracting officer on the first page to ensure proper receipt.
