Description
The Naval Surface Warfare Center (NSWC), Port Hueneme Division (PHD), Louisville, Detachment, in conjunction with the National Surface Treatment (NST) Center, is seeking sources to develop code for an Oracle-based Data Collection and Sync Module to be incorporated into the NST Center?s QA Tools Kit. Sources interested in participating in this requirement should respond with requests for a copy of the proposal no later than November1, 2004. This requirement is for the creation of the following web-based modules: (1) Data Collection and Sync Module using Elcometer?s 456 Dry Film Thickness Meter ? Data is collected and stored in the Elcometer 456 Meter for later transfer (sync) to client?s laptop or desktop computer where it will be transmitted via the Internet to the NST Center?s Oracle server; (2) a Forms Creator Module which will generate the paperwork the client requires for job processing; (3) an Engineering Data Management Module which will allow engineering to a! djudicate any out-of-spec readings the technicians may obtain; and (4) a Reporting Module which will allow management to chart this data for trending purposes and further analysis. These modules will reside on the NST Center?s Oracle 9i server. Vendor selection will be based on both Technical Merit and Price. Technical Merit includes (1) Schedule, (2) Design Expertise and (3) The Enterprise. Schedule is more important than Design Expertise and the Enterprise. Design Expertise and the Enterprise are of equal importance. Schedule evaluates the respondent?s ability to design and deliver these modules within 90 days after award of a contract. Design Expertise refers to the organization?s current experience, expertise and ability to design and integrate these modules onto the NST Center?s existing server, as well as developing an acceptable client-side interface. The Enterprise Evaluation will be based upon (1) Expertise of Key Personnel, (2) Business References. Expertise of! Key Personnel is more important than Business References. Respondents will be required to submit curriculum vitae, consisting of no more than two pages per employee, for employees to be involved in this project, highlighting their specific experience in Oracle-based design and integration. Price will be evaluated separately. Award will be made to the responsible offeror whose proposal, conforming to the requirements of the solicitation, offers the best value to the Government, cost and other factors considered. No government funds will be obligated nor contract awarded by the Naval Surface Warfare Center, Port Hueneme Division, Louisville Detachment.
