Description
The Supervisor of Shipbuilding, Bath, ME on behalf of Portsmouth Naval Shipyard (PNSY) is seeking sources with the technical capability of performing various overhaul/upgrades to vessel YTL-602. This requirement is set-aside for all categories of small business to include 8(a), HubZone, Veteran-Owned, Woman-Owned Small Business, etc. Work includes but is not limited to Standard Hazardous Waste Control; U/W Hull inspection and clad welding; bulwark repair; transom bulkhead repair; tank top repairs; clean and preserve water tanks; engine, shafting and propeller replacement; complete craft conversion from DC to AC; upgrade electrical equipment; upgrade/replacement diesel generators (2); change-out seawater cooling piping and strainers; sea valve replacement; fire pump replacement; inspect and certify air flasks/tanks; replacement of low and medium air compressor motors; steering gear pump, motor upgrade, change-out; rudder repair; gypsy winch motor replacement; booby hatch repairs; machinery space bilge preservation; clean and preserve shaft enclosure; replace underwater hull zinc anodes; dry-docking and undocking of vessel; preserve interior spaces. The Navy intends to deliver the vessel to contractor's facility within a 150 mile radius of Kittery, Maine. There is no written request for proposal available at this time for this requirement. Contractors must be actively registered in the CCR and have an active MSRA/ABR agreement. Interested parties must submit the following information by 12:00 PM on 18 Aug 2006 to Julie Harmon at harmonjm@supship.navy.mil for inclusion in the potential source list: (1) Name of vendor; (2) Contact information (address, telephone, facsimile, e-mail); (3) Business classification (small, large, small-disadvantaged, certified 8(a), HUBZone, woman-owned, service-disabled veteran, Native American, etc.); (4) any GSA schedules which may be applicable to this requirement; (5) any available small/large business partnership arrangements; and (6) capabilities statement. The capa bilities statement must (1) clearly address the vendor's knowledge of shipbuilding/repair; (2) address and provide examples of the contractor's technical and personnel experience as it relates to all subject areas described above; (3) identify the tasks it will achieve using in-house staff and the tasks it will achieve using partnering arrangements or subcontractors. The Navy does not want full-scale proposals. Please limit responses to ten (10) pages, single-spaced, size 12 Font and only provide the information requested. DEPENDING ON THE RESPONSES TO THIS MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE, IN WHOLE OR IN PART, FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION OR GSA SCHEDULE. No feedback or evaluations will be provided to companies regarding their individual capabilities statement.
