Description
US Army Corps of Engineers, located near Yankton, SD; completetion 60 days after Notice to Proceed; POC Bryan Bradley @ 402-667-2560. GAVINS POINT PROJECT - Spillway Expansion Joint Seals 1. SCOPE: Contractor shall be required to provide all equipment, materials and labor to remove the old expansion joint seals from 18 expansion joints on the spillway and install new compression seals in accordance with these specifications and drawings and in accordance with the manufacturer's installation instructions. It is strongly recommended the contractor perform a site visit to familiarize themselves with the project and the work that is required. 2. BEST VALUE: Award to the successful contractor shall be based on Best Value rather than low bid per FAR regulation 52.212-2 EVALUATION (JAN1999).The bids will be based on the following factors: a.Past experience of similar work b.Contractor supplied materials and equipment. c.Time for completion of contract. d.Price. Items a, b, and c when combined, are significantly more important than price. 3. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK: The Contractor will be required to commence work under this contract on the date of receipt by him of Notice to Proceed, to prosecute said work diligently and to complete the entire work within 60 days. The time stated for completion shall include final cleanup of the premises. 4. CONTRACT DRAWINGS AND SPECIFICATIONS: Omissions from the drawings or specifications or the misdescription of details of work which are manifestly necessary to carry out the intent of the drawings and specifications, or which are customarily performed, shall not relieve the Contractor from performing such omitted or misdescribed details of the work but they shall be performed as if fully and correctly set forth and described in the drawing and specifications. The Contractor shall check all drawings furnished him immediately upon their receipt and shall promptly notify the Contracting Officer of any discrepancies. 4. TECHNICAL SPECIFICATIONS: 4.1 References The publications listed below form a part of this specification to the extent referenced. The publications are referred to within the text by the basic designation only. ASTM D 3542 (2008) Standard Specification for Preformed Polychloroprene Elastomeric Joint Seals for Bridges 4.2 Materials 4.2.1 Compression Seals and Lubricant Compression seals shall be preformed multi-web designed to function in a compression mode with seal folding inward at the top to facilitate compression. Compression seals shall conform to ASTM D 3542; lubricant for installation shall conform to ASTM D 2835. Seals will be continuous across the entire roadway and both up and downstream curbs. No joints will be allowed. 4.3 Installation 4.3.1 Joints With Preformed Compression Seals Seals will be installed in accordance with the manufacturer's installation instructions. The joint seals shall be installed with equipment which shall be capable of installing joint seals to the prescribed depth without cutting, nicking, twisting, or otherwise distorting or damaging the seal and with no more than five percent stretching of the seal. The sides of the joint and, if necessary, the sides of the compression seal shall be covered with a coating of lubricant, and the seal shall be installed to the depth indicated with joint installation equipment. Butt joints shall be coated with liberal applications of lubricant. 5. Protection of Existing Facilities: Contractor shall be responsible for protection of all existing facilities during the construction. Any damage done to the facilities due to the construction shall be repaired at the cost of the contractor. 6. Environmental Protection: In order to prevent, and to provide for abatement and control of, any environmental pollution arising from the construction activities in the performance of this contract, the Contractor and his sub contractors shall comply with all applicable federal, state and local laws and regulations concerning environmental pollution control and abatement. a. Notification: The Contracting Officer will notify the Contractor in writing of any non compliance with the aforementioned federal, state or local laws or regulations. Such notice, when delivered to the Contractor or his authorized representative at the site of the work, shall be deemed sufficient for the purpose. The Contractor shall, after receipt of such notice, immediately inform the Contracting Officer of proposed corrective action and take such action as may be approved. If the Contractor fails or refuses to comply promptly, the contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to any such stop orders shall be made the subject of a claim for extension of time or for excess costs or damages by the Contractor. 7. Safety Requirements: The Contractor shall ensure that safe working practices are utilized and that all equipment meets the requirements of the US Army Corps of Engineers, Safety and Health Requirements Manual, EM 385 1 1, September 2008, before work begins. A copy of the above manual is available at the Gavins Point Dam Project Office, Yankton, South Dakota P.O. Box 710. Contractor shall submit a site specific safety plan for approval prior to commencement of work. 8. Submittals: Contractor's site specific Safety Plan and seals intended to be used shall be submitted to the Contracting Officer's Representative for approval prior to commencement of work. 9. Warranty: Materials and workmanship shall be warranted for one year following final acceptance by the government. 10. Payment: Contractor shall be paid within 30 days of successful installation of the seals and upon the receipt to the project office of a proper invoice. Invoice shall include the contract number.
