PRESOLICITATION NOTICE. Principal Item to be Accomplished: Replace
damaged flooring as ordered. Spot sand and fill cracks on floors as
needed to match existing undamaged floors. Sand floors as specified.
Screen floors as specified. Repaint Game lines as specified. Seal and
recoat hardwood floors as specified. Other work as required by SECTION:
09550 - HARDWOOD FLOOR REFINISHING and the Maple Flooring Manufacturers
Association to accomplish the above items. Clean tennis courts, clean
tennis court cracks, fill cracks, fill depressions, apply
wear-resistant top coat, and mark tennis courts with white lines, green
inbounds, and red out-of-bounds. Contract period consists of Base
Period (1 June 1995 through 31 May 1996) with three one- year option
periods. The proposed procurement listed here is being considered for
100 percent set-aside for small disadvantaged business (SDB) or small
business (SB) concerns. Interested SDB and SB concerns should, as early
as possible but not later than 15 days of this notice, indicate
interest in the acquisition by providing to the contracting office
above, evidence of capability to perform and if an SDB, provide a
positive statement of eligibility as a small socially and economically
disadvantaged business concern. If adequate interest is not received
from SDB or SB concerns, the solicitation will be issued as
unrestricted without further notice. Therefore, replies to this notice
are requested from all business concerns as well as from SDB and SB
concerns. Small disadvantaged business concern means a small business
concern that is at least 51 percent unconditionally owned by one or
more individuals who are both socially and economically disadvantaged,
or a publicly owned business that has at least 51 percent of its stock
unconditionally owned by one or more socially and economically
disadvantaged individuals and that has its management and daily
business controlled by one or more such individuals. This term also
means a small business concern that is at least 51 percent
unconditionally owned by an economically disadvantaged Indian tribe or
Native Hawaiian Organization, or publicly owned business that has at
least 51 percent of its stock unconditionally owned by one of these
entities, that has its management and daily business controlled by
members of an economically disadvantaged Indian tribe or Native
Hawaiian Organization, and that meets the requirements of 13 CFR 124.
Socially disadvantaged means individuals who have been subjected to
racial or ethnic prejudice or cultural bias because of their identity
as a member of a group without regard to their qualities as
individuals. Economically disadvantaged means socially disadvantaged
individuals whose ability to compete in the free enterprise system is
impaired due to diminished opportunities to obtain capital and credit
as compared to others in the same line of business who are not socially
disadvantaged. Concern means any business entity organized for profit
with a place of business located in the United States, including, but
not limited to an individual, partnership, corporation, joint venture,
association, or cooperative. The size standard is any concern
including its affiliates with an average annual sales or receipts for
its preceding three fiscal years not in excess of $7 million. SIC:
