Contracting Officer, Duane V. Inoue. FY95 OMA Pkg A-36, Replace and
Upgrade Water Storage Tanks, Pohakuloa Training Area, Island of Hawaii,
Hawaii. This is an unrestricted procurement involving demolition of the
site's only three existing 425,000 gallon water storage tanks and
replacing them with three 720,000 gallon water storage tanks. The
estimated cost of the proposed project is between $1 Million and $5
Million. Solicitation to be issued O/A July 31, 1995. Documents to be
available at $44.00 per set of specifications and drawings. Single
copies of specifications alone may be purchased by interested
applicants for $29.00. Drawings alone may be purchased for $15.00 a
set. Payment must accompany request. Checks and money orders to be made
payable to the US Army Engineer Division, Pacific Ocean. Send checks to
Finance & Accounting Officer, US Army Engineer Division, Bldg 230, Fort
Shafter, Hawaii 96858-5440. Payment will not be refunded and
specifications and drawings need not be returned. Selection will be
based upon the following FOUR evaluation factors (IN DESCENDING ORDER)
which include I. EXPERIENCE FACTORS: (a) completing construction of
similar magnitude and complexity for glass-fused water tanks, (b)
completing construction projects with extensive Engineering Design,
with in-house or subcontracted Architect-Engineer design firms for
water tank foundations of similar size, (c) completing similar
construction projects with minimal inspections while greater than 100
miles from any metropolitan or commercial district within the original
contract period awarded, and (d) knowledge of Corps of Engineer's
contract procedures. II. RESOURCE FACTORS: (a) availability of
experienced and highly qualified managerial and technical personnel, in
particular, extent of key individual's familiarity with the Corps of
Engineer's Quality Control procedures, (b) in-house and subcontracting
capability to accomplish this project, (c) in-house capability
(manpower and financial) to manage all required procurement and
construction efforts to insure timely completion of construction, and
(d) ownership of and/or ready access to facilities and equipment
required for performance of work on this project. III. PERFORMANCE
FACTORS: (a) record of performance relative to time, reliability and
quality, (b) satisfactory labor relations and successful compliance
with labor provisions of US Government construction contracts, (c)
integrity in contract administration, (d) completion of each water tank
(phasing) within the performance period (detailed work schedules to
clearly demonstrate a plan for beginning and completing the work
requirements within the required performance period). IV. PRICE FACTOR.
Small and disadvantaged firms are encouraged to participate as prime
contractors or as members of joint ventures with other small businesses
and all interested contractors are reminded that the successful
contractor will be expected to place subcontracts to the maximum
practicable extent with small and disadvantaged firms in accordance
