58 -- RADIO ROOM FOR SSN CLASS SUBMARINE - AVAILABILITY OF DRAFT DOCUMENTATION/PRE-SOLICITATION CONFERENCE POC Contact H. Nardone, (203) 440-4617; E. Cannata, Contracting Officer at (203) 440-6516 The Naval Undersea Warfare Center Detachment, New London, is planning to solicit proposals and enter into a contract for planning, management, system design, construction, integration and testing of an integrated radio room system based on open system standards for SSN Class submarines using Non-Developmental Items (NDI) and Commercial Off-the-Shelf (COTS) products to the maximum extent possible in order to meet the April 1999 delivery requirement, including completion and acceptance of first article testing. The radio room will be a highly reliable integrated, processor controlled, Command and Control communications system capable of being controlled from within the radio room or remotely controlled from elsewhere within the SSN. The radio room must process RF links from ELF through EHF; handle plain text and encrypted messages, voice traffic, digital still imagery and FAX, and multiple pre-defined communications plans; and provide for update of the plans based on authorized input. The radio room must provide computer-based on-board training, including set-up and operation of the radio room, maintenance procedures, and configuration status accounting. The radio room will be fully operable in automatic, semi-automatic and paperless modes with manual control and hard copy output modes available at operator discretion. Automation will include message handling and distribution, establishing the connections required to implement the communications plan, and automatic recovery from power interruptions without the loss of stored data. The technical parameters, high level protocols, and other requirements for the radio room system are defined in a SSN Radio Room Performance Based Requirements Definition (PBRD). The objectives of the contract work effort are described in a SSN Radio Room Statement of Objectives (SOO). Draft versions of both documents are being made available for review and comment on a World Wide Web (WWW) page. The expected full and open competition will result in a Firm Fixed Price contract with options to procure additional radio rooms. Interested industry representatives are invited to a Pre-Solicitation Conference scheduled for 27-29 February 1996 at the Naval Undersea Warfare Center Detachment, New London, in Bowditch Auditorium. The conference will be unclassified and start at approximately 0900 on 27 February 1996 to allow time for badging and entering the lab. At this conference the Government will explain the procurement strategy (including a modified two-step proposal process), technical requirements, current SSN radio room configuration and operations, and known areas of risk. Comments and questions concerning the draft PBRD and SOO received prior to the conference will also be addressed. To ensure that submarine space, layout, and electrical and mechanical interface characteristics information is available to potential offerors, the Navy will also provide a tour of the Land Based Submarine Radio Room during the Pre- Solicitation Conference. During the solicitation period a library of documents which define and explain the current SSN radio room, as well as on-going upgrades and improvements, will be available to potential offerors. Some documents will be classified, therefore, potential offerors wishing to view these documents will require a SECRET clearance. The RFP is expected to be issued in July 1996 with a contract to be awarded in January 1998. All contractors must be able to obtain a SECRET facility clearance and storage capability. Selected personnel assigned to the contract must also posses a SECRET clearance with personnel providing on-call technical services must posses a COMSEC clearance in addition to a SECRET clearance. The Government will not pay for any contractor efforts resulting from or caused by this announcement. The Government does not guarantee that a solicitation and/or contract, whether sole source, small business set-aside, or full and open competition, will result from the Government and/or contractor efforts described herein.
