J -- INTEGRATED WEAPON SYSTEM SUPPORT PROGRAM (IWSSP) OF 87 C-130 AIRCRAFT OF FIXED WING AIRCRAFT POSSESSED BY SPECIAL OPERATIONS FORCES (SOF) POC Contact Mr. Jeffrey L. Patterson, (937) 255-5495, Contracting Officer. This is an amended sources sought synopsis with the intent of identifying prime offerors who will meet the need identified below. The original announcement was published on 3 Jul 96. In addition to the announced aircraft (13 AC-130U Gunships and 24 MC-130H Combat Talon II's), the anticipated acquisition will also include 8 AC-130H Gunships, 14 MC-130E Combat Talon I's, and 28 MC-130P Combat Shadow aircraft possessed by Special Operations Forces (SOF). The additional aircraft (AC-130H, MC-130E, and MC-130P) effort includes subsystem singular modifications, common modifications and upgrades, as well as sustainment effort. It is anticipated that the contract will be for five years with two additional options of five years each. The contract, including the options, would cover the period from 01 Nov 1999 to 31 Oct 2013. The contractor will be responsible for accomplishing tasks as directed to ensure the identified SOF aircraft weapon systems and subsystems are maintained and sustained to fully meet operational requirements and stay fully integrated and mission capable. The contractor will have total system integration responsibility for the AC-130U Gunship and system integration responsibility for the other weapon system platforms. Interested contractors who did not respond to the original announcement are requested to submit a Statement of Capability (SOC) that demonstrates the capability to develop, produce, modify and sustain weapon systems and subsystems, and the ability to integrate weapon systems and subsystems. The SOC should include a list of previous experience including but not limited to government contracts. The SOC shall be unclassified and the information submitted should be pertinent to and identify the offerors capability as related to the technical effort as requested above. Do not provide advertisement brochures. The SOC is limited to 10 pages and must be received not later than 1100 hrs, 03 Mar 97. Replies received later than this date and responses by telegram or fax may not be honored. Contractors who responded to the original announcement are not required to submit a new SOC. Additionally, technical requirements and other pertinent information will be distributed via the Preaward Information Exchange System (PIXS) in the RFP (Request for Proposal) area under the SOF library (www.pixs.wpafb.af.mil).
