U.S. Environmental Protection Agency (EPA), Office of Water (OW),
Office of Wetlands, Oceans, and Watersheds (OWOW), Assessment and
Watershed Protection Division (AWPD) has a requirement for a support
services contract. This contract will support AWPD in its mission to
monitor water quality, manage and display water quality information,
assess water quality conditions, and report on those conditions to the
public and Congress. Major support activities will include: developing
tools, guidance and procedures for water quality monitoring; enhancing
water quality assessment and reporting, including computerized water
quality reporting capabilities (the Waterbody System); outreach and
education on water quality conditions; assessing and developing
local/state participation programs; electronic communications via the
Internet; supporting existing computerized data management systems
(EPA's STOrage and RETrieval System, STORET); developing and supporting
spatial assessment information, including enhancements to geographic
information systems and geographic indexing of waterbodies; developing
small PC-based applications for tracking activities; and collecting
and sharing water quality information. The EPA anticipates a cost type,
level of effort contract, for a base period of one year and two option
periods of one year each for a total contract period of performance of
three years. Each contract period will consist of approximately 33,000
professional man-hours with options for an additional 16,500
professional man-hours per period. All responsible sources who submit
a proposal will be considered by the Agency. Solicitation
