For Bid Results call 619-532-2355. PRE-SOLICITATION NOTICE: Sources
sought to design and construct for complete repair to leak in 12 inch
cement lined steel waterline located near Area 22 at Marine Corps Base,
Camp Pendleton, California. Work shall also include all necessary
surface repair, improvements, and related site and off-site work. Work
shall include the design and construction of the following: Leak
Repair Site: The work includes the design, engineering and construction
for repair to leak in 12 inch cement lined steel waterline located
adjacent to the Santa Margarita River, near area 22. The waterline is
a hole in a welded joint of a pipe that is located approximately 33
feet below the ground surface and approximately 15 to 25 feet below the
watertable; Water Treatment Pipe Repair Site: Repair of 12 inch cement
lined waterline located adjacent to the water treatment plant along
Vandegrift Boulevard. Install approximately 4 feet of new 12 inch
waterline to replace pipe that was removed for camera access. Also
replace pipe bedding, remove and salvage existing box shoring and
reinstall existing gate valve can, cover and extension. Repair existing
A.C. driveway and berm. Provide all necessary testing requirement
including pressures, disinfection tests and procedures. The existing
12-inch diameter pipe is a 0.25-inch welded steel pipe per AWWA C200
with 3/8-inch cement lining per AWWA C205 and butt welded joints per
AWWA C206. The pipe is undercoated with a blend of rubber, asphalt, and
high molecular weight resins with a polyethylene copolymer sheath
complete and ready for use. Special Conditions: Analyze alternative
construction methods to accomplish project goals using the most
environmentally sensitive method for completion of the project.
Alternative construction methods need to be used to avoid impacts to
wetlands, sensitive habitat areas and endangered species. The sensitive
environmental area (riparian area) is located approximately fifty (50)
feet north of Vandegrift Boulevard. Any work conducted in the
disturbed area between 15 September to 14 February will not create any
environmental impacts. Work conducted in the riparian habitat or
during the breeding season, 15 February to 31 August, must be
mitigated. Evaluation will analyze schedule and mitigation measures for
the alternative methods. The site design and construction shall take
into account, that existing Eucalyptus, Palm Trees and trees over 12
inch in diameter shall be protected and saved. The Santa Margarita
River is noted for flooding and serious erosion. The existing pipeline
was installed by boring method. -- The contract is to be awarded to
the responsible offeror who submits the proposal considered most
advantageous to the Government considering "Price" and "Technical"
evaluation factors. The following evaluation criteria has been
established: Factor 1 (Price) and Factor 2 (Technical) which are
weighted approximately equal. Within the "Technical" factor, the
following subfactors are listed in order of importance: Subfactor 1
Technical Approach, Design and Construction with the following: (A)
Basis of Design Report that indicates the proposer has a good
understanding of the proposed method of construction and mitigation of
enviromental requirements to satisfy the RFP; (B) Material's quality
and maintainability. (Quality and durability of materials, construction
quality and maintainability of the finished product); (C) Mitigation
for environmental concerns impacted by the proposed design: Subfactor
2 -- Scheduling for the project, with the following: (A) Completeness
of schedule and conformance to project schedule described in RFP; (B)
CPM summary network diagram of the project showing the activity
dependencies and duration; (C) Description of critical path activities:
Subfactor 3 -- Specialized experience, qualifications and technical
competence of the Design/Build Team (Construction Contractor and A-E
Design Firm), and capacity to perform, with the following: (A) The
number and quality of projects, with scope, magnitude, complexity and
cost similar to the requirements in the RFP, completed in the last five
(5) years. (B) The number of projects with scope similar to that
described in the RFP, completed by the A-E Design Firm, with the
minimum of change orders necessitated by design deficiencies. (C)
Specialized experience of the design team, in the design of similar
projects and providing effective and cost efficient solutions to
environmental mitigation concerns. (D) Key personnel proposed and their
qualifications. (E) Capacity to perform within the required schedule.
(F) Capacity to perform within the required schedule. (G) Availability
of specialized equipment required for design and construction:
Subfactor 4 -- Past performance of the Design/Build Team, with the
following: (A) Delivering quality work in a timely manner at a
reasonable total cost as evidenced by previously completed projects of
similar scope and magnitude. (B) Effectiveness of management and
commitment to customer satisfaction. A preproposal conference is set
for 06 May 1997 at 1:00 p.m. localtime at Southwest Division Naval
Facilities Engineering Command, 1220 Pacific Hwy., San Diego, CA.

between $100,000 to $500,000. -- Firm Fixed Price Construction
Contract. -- Bids will be considered from all responsible sources. --
This project is unrestricted. -- The Standard Industrial Code is 1623
and the annual size standard is $17 million. -- NOTE: Plans and specs
will not be mailed to firms within a 20 mile radius of the issuing
office. -- Solicitation packages may be acquired in person from Plan
Issue or by mail. -- Telephone requests will not be accepted. --
Requests for the solicitation package must be in writing stating RFP
number N68711-97-R-8312, with complete name, address, area code and
phone number and whether bidding as a prime/subcontractor/supplier.
There willbe a charge for plans and specs that is yet to be determined.
