is the first synopsis for the OMB Circular A-76 cost comparison study
of the Supply, Aircraft Maintenance, and Transportation functions at
Hickam AFB, HI. The Total number of people affected by the study is
approximately 500. The contractor shall provide all personnel,
equipment, tools, materials, supervision, and other items and services
necessary to manage and operate these three Logistics functional
areas. Given obvious economies and efficiencies among these three
Logistics functions, only one contract will be awarded. This action
will not be set-aside for small businesses, however, offerors will be
evaluated on their commitment to offer substantial subcontracting
opportunities for small businesses. Contract period of performance will
be a basic one year period and four 1-year options. The solicitation
will be available on or about 15 July 97 with a planned award date
early in the last quarter of FY98. THIS SOLICITATION WILL NOT RESULT IN
A CONTRACT IF GOVERNMENT PERFORMANCE IS DETERMINED TO BEMORE
ADVANTAGEOUS. Requests for copies of this solicitation must be in
writing and provide the business size and area of expertise. The
performance work statement will be performance-based. The government
will not provide details on how to perform the work to meet stated
requirements and standards. The government's interests are in
value-added enhancements that provide savings and efficiencies. The
government is contemplating the use of a fixed-price award fee contract
and may require pre-proposal oral presentations for the management area
of the solicitation. We anticipate releasing a request for comment
draft solicitation (Sections C, L, and M) in early May. We intend to
follow a policy on maximum practicable disclosure throughout the study
period. Releasable information will be immediately posted to our
internet home page (www.hickam.af.mil/cons). We will also maintain a
telephone recording information hotline (808/449-6860, extension 219)
which will identify the date of the last homepage update. Firms without
internet access can leave their name and address on the hotline
