The contract is to be awarded to the responsible offeror who submits the proposal considered most advantageous to the Government considering "Price" and "Technical" evaluation factors. A site visit will be scheduled on Thursday 17 July 1997 followed by a pre-proposal conference on Friday 18 July 1997 in the Blue Room, 1220 Pacific Highway, San Diego, CA. This proposed contract will be unrestricted. The Standard Industrial Code is 1521 and the annual size standard is $17 million. It is recommended the subcontracting plan goals reflect a minimum goal of 5% for Small Disadvantaged Business Subcontracting effort.
