muzzy.nancy@epamail.epa.gov. The U.S. Environmental Protection Agency's
(US EPA) Office of Water (OW), is seeking a contractor to provide
support in the areas of environmental assessments, benefits analysis,
and total maximum daily load determinations. The Office of Science and
Technology (OST), Standards and Applied Science Division (SASD),
Exposure Assessment Branch (EAB), EPA, is responsible for providing
technical support to the Office of Water (OW) Total Maximum Daily Load
(TMDL) program under 303(d) of the Clean Water Act of 1987 (CWA) and
support for environmental assessment and benefits analysis to the
Effluent Guidelines program under 304(m) of the CWA. The successful
contractor will supply all necessary labor, material, services,
equipment, and facilities in support of the effort delineated by the
statement of work. The successful contractor will be expected to
provide technical support services to aid the Agency in the following
task areas: modeling support, model interface development, model
development, data compilation, GIS use and application development,
environmental assessments, risk-benefit analyses, workshops, training
and logistical support, technical support of models, and expert/peer
review support. Identified needs include (1) developing specific
applications to aid with conducting environmental assessments and
risk-benefit analyses, and (2) providing modeling resources to assess
issues such as mixing zones, sediments, metals, toxic and conventional
pollutants, pathogens, biological/ecological effects, bioaccumulation,
atmospheric transport and deposition of pollutants to watersheds, and
movement of pollutants to groundwater. Workshops and technical training
will be provided for EPA and State personnel relative to using
integrated GIS-based modeling applications, running environmental fate
and transport models, performing TMDL calculations for watersheds, and
other programmatic issues. Assisting EPA in the development of training
courses and workshop materials for Agency personnel, the regulated
community, andthe public, including course instructors, will be
included. Logistical support and technology transfer efforts will apply
to all contract statement of work activities. THE EPA HAS SET THIS
ACTION ASIDE FOR SMALL BUSINESSES. The applicable SIC Code is 8742 with
a size standard of $5 million in average annual receipts over the
preceding three years. It is anticipated that a cost plus fixed
fee/level-of-effort contract will result from the award of this
solicitation. The Government anticipates a level-of-effort of 30,800
direct labor hours for the 24 month base contract year. The one option
year (period) is anticipated at 15,400 direct labor hours, for a total
potential of 46,200 direct labor hours over 36 months. The Government
anticipates including quantity option amounts of 100% for the Base and
the option period, which brings the maximum total potential on the
contract to 92,400 direct labor hours over the 36 months. All
responsible small business sources who submit a proposal will be
