INTRODUCTION: "AERO-PROPULSION AND POWER DIRECTORATE SHORT-TERM R&D SUPPORT", Wright Laboratory Aero-Propulsion and Power Directorate (WL/PO) is interested in receiving proposals (technical and cost) on the research effort described below. Proposals in response to this PRDA shall be received by 97 August 11, 1500 hours Eastern Standard Time, addressed to: Wright Laboratory, Directorate of R & D Contracting, Building 7, Area B, Attn: ( Mr. Pete Lahanas, WL/POKB) Wright-Patterson AFB OH 45433. This is an unrestricted solicitation. Proposals submitted shall be in accordance with this announcement. Proposal receipt shall be treated in accordance with restrictions of FAR 52.215.10: copies of this provision may be obtained from the contracting point of contact. Information incorporated in a SUPPLEMENTAL PACKAGE is required for proposal preparation. Proposals shall be submitted in accordance with this announcement. There will be no formal request for proposal or other solicitation request in regard tothis requirement. Offerors should be alert for any PRDA amendments that may make changes to this announcement. The Wright Laboratory guide entitled "PRDA and BAA Guide for Industry", dated 29 March 1996, provides information specifically designed to assist offerors in understanding the PRDA/BAA proposal process. The "PRDA and BAA Guide for Industry", and the Supplemental Package are available through either of the following methods: (1) Download from the Internet. -- Both packages can be acquired on the Wright Laboratory R&D Contracting Home Page (www.wl.wpafb.af.mil/contract/hp.htm). B- REQUIREMENTS: (1) Technical Description: The purpose of this effort is to provide short term, quick reaction research orders in support of the overall mission of the directorate. These efforts are to be directed at supporting four key technology areas within the Aero Propulsion Power Directorate: (1) The Turbine Engine Technology Area, (2) The Advanced Propulsion Technology Area, (3) The Fuels & Lubrication Technology Area, and (4) The Aerospace Power Technology Area. Each of these broad technology areas will now be described. The Aircraft Gas Turbine Technology Area is comprised of: new and improved materials such as ceramic and metallic matrix composites, advanced metallurgical technologies, fan, compressor, combustor and turbine technology, overall engine and cycle performance, experimental verification and innovative ideas for engine components and measurement techniques such as pressure and temperature sensitive paints, and evaluation of jet engine technology. The Advanced Propulsion Technology Area is comprised of : hydrocarbon based scramjetsand associated components, development of new, innovative propulsion concepts and techniques, combined cycle components technology, thermal management, and hypervelocity weapons. The Aerospace Fuels and Lubricants Technology Area includes: high temperature fuels, fuel combustion, fuel properties, thermal stability, spray patternization, high temperature lubricants, magnetic bearings, and hybrid mechanical systems. The Aerospace Power Technology Area includes: aircraft electrical technology, photovoltaic and thermionic energy conversion, pulse power, fluid/mechanical, thermal, and power electronics technology, electrochemical energy conversion, and space based power systems. A research order has been identified for each of the four technology areas, plus an additional research order for overall administrative support. Offerors are to submit proposals for anywhere from one to four of the technical Research Orders included in the supplemental package. Also, all offerors shall submit a proposal on the administrative order which is located in the supplemental package. Technical efforts to be covered by research orders under this effort may include (but not be limited to): performing experimental design, testing, fabrication, instrumentation analysis and data representation, assessments, and lectures/workshops/symposia. These efforts are to be in support of the aforementioned technology areas. Individual research orders will be assigned during the contract and the period of performance of any single task (generally) will not exceed one (1) year. The majority of these efforts will require short reaction time and frequent visits to WPAFB in support of on-going efforts and close coordination between contractor personnel and the Air Force during initiation and completion of each individual project. Offerors must propose their plan to efficiently manage resources to assure that tasks are completed on time and within budget. Also, offerors shall demonstrate in-house and subcontractor capabilities that will be used in this effort. (2). Deliverable Items: the following deliverable items shall be proposed:(a) Status Report, DI-MGMT-80368/T, quarterly; (b) Funds and Man-Hour Expenditure Report, DI-FNCL-80331/T, quarterly; (c) Project Planning Chart, DI-MGMT-80507A/T, semi-annually, (d) Contract Funds Status Report ( CFSR), DI-MGMT-81468/T, quarterly, (e) Presentation Material, DI-ADMIN-81373/T, as required, (f) Scientific and Technical Reports billing Voucher, DI-MISC-80711/T, monthly, (g) Scientific and Technical Reports interim report, DI-MISC-80711/T, as required, (h) Still Photo Coverage, DI-MISC-80169, as required, (i) Conference Agenda, DI-ADMN-81249A/T, as required, (j) Conference Minutes, DI-ADMN-81250A/T, as required, (k) Software User Manual, DI-IPSC-81443/T, as required, (l) Scientific and Technical Reports, DI-MISC-80711/T, (Draft and Reproducible Final).(3) Security Requirements: TEMPEST requirements will apply. Generation of classified material for this solicitation effort is authorized only on equipment approved forclassified processing by Air Force Tempest authorities. (4). Other Special Requirements: International Trade in Arms Restrictions apply. C- ADDITIONAL INFORMATION: (1) Anticipated Period of Performance: The total length of the technical effort is estimated at 58 months. The contractor shall also provide for an additional 2 months for processing/completion of the final report. (2). Expected Award Date: October/November 1997. (3) Government Estimate: Multiple awards are anticipated. The total program value is estimated at $16,500,000. (4) Type of Contract: Cost Plus Fixed Fee (Term) With Research Ordering Provisions; Grants awarded will be cost (no fee). (5) Government Furnished Property: None contemplated, but could be determined on an order by order basis. (6) Size status: Size standard is 500 employees (SIC 8731). Firms responding should indicate whether they are or are not a socially and economically disadvantaged business, whether or not they are a woman-owned business, and should also indicate their sizestatus. (7) Notice to Foreign-Owned Firms: Such firms are asked to immediately notify the Air Force point cited below upon deciding to respond to this announcement. Certain restrictions may apply which could preclude foreign or foreign owned firms from participating as a prime contractor. D- PROPOSAL PREPARATION INSTRUCTIONS: (1) General Instructions: Offerors should apply the restrictive notice prescribed in the provision of FAR 52.215-12, Restriction on Disclosure and Use of Data, trade secrets or privileged commercial and financial information contained in their proposals. Proposal questions should be directed to one of the points of contact listed herein. Offerors should consider instructions contained in the WL PRDA and BAA Guide for Industry referenced in Section A of this announcement. Technical and cost proposals, submitted in separate volumes, are required and must be valid for 180 days. Proposals must reference the above PRDA number. Proposals shall be submitted in an original and five copies. All responsible sources may submit a proposal which shall be considered against criteria set forth herein and in the supplemental package. Offerors are advised that only contracting officers are legally authorized to contractually bind or otherwise commit the government. (2) Cost Proposal: The Air Force anticipates Adequate Price Competition (APC) on this PRDA. Therefore offerors are not required to submit certified cost or pricing data. However, if after receipt of proposal(s) it is determined that APC does not exist, certified cost or pricing data (see FAR 15.804-4) will be required. As part of their cost volume, the offeror must submit cost or pricing information together with supporting breakdowns. Offerors shall refer to the Supplemental Package for detailed instructions on proposal preparation. (3) Technical Proposal: The technical proposal shall include a discussion of the nature and scope of the research and the technical approach for both the total technology area as well as the specific research order for that area. Additional information on prior work in this area, descriptions of available equipment, data and facilities, and resumes of personnel who will be participating in this effort should also be included as attachments to the technical proposal and are not included in the page limit. See supplemental information package for page limitations and format. The technical proposal for the specific research order shall include a Statement of Work (SOW) detailing the technical tasks proposed to be accomplished under the proposed effort and shall be suitable for contract incorporation. The Air Force reserves the right to select for award all, part, or none of each of the proposals received. Offerors should refer to the WL PRDA/BAA Guide referenced in section A to assist in SOW preparation. This announcement is an expression of interest only and does not commit the Government to pay for any response preparation costs. The cost of preparing proposals in response to this PRDA is not considered an allowable direct charge to any resulting contract or to any other contract. It is, however, an allowable expense to the normal bid and proposal indirect cost as specified in FAR 31.203-18. Any questions concerning the technical proposal or SOW preparation shall be referred to the Points of Contact cited in this announcement. E- BASIS FOR AWARD: Award will be based on an evaluation of offerors responses (both technical and cost areas) to determine the overall merit of the proposal in response to this announcement. The technical area is of highest priority. Cost and/or price is a substantial factor but is ranked as the lowest order of priority. Cost will be evaluated for reasonableness, realism and completeness. The overall technical area(s) proposals are of greater importance than the individual research order proposals. The technical area will be evaluated through an integrated assessment of the proposals. Technical Evaluation Criteria are listed in descending order of importance. The offerors proposed and/or demonstrated: (a) new, creative solutions that are technically sound, (b) understanding of the scope of the technical effort and past experience with technologies discussed in this PRDA, (c) management plan and availability of qualified technical personnel to accomplish proposed tasks, (d) planned approach to quickly and rapidly respond to meet the requirements of short reaction times between contract personnel and the Air Force during initiation and completion of each individual project, and (e) resource management plan, shall be evaluated. Also, as previously mentioned, the Air Force reserves the right to select for award of a contractor or grant any, all, part, or none of the proposals received. Offerors are encouraged to team to meet the requirements of all technology areas. Award of a grant, in lieu of a contract, to universities and nonprofit institutions will be considered. An Ombudsman has been appointed to hear concerns from offerors and potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the Contracting Officer, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. All potential offerors should use established channels to voice concerns before resorting to use of the Ombudsman. When requested the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participatein the evaluation of proposals or in the selection decisions.
