Service (INS) of the Department of Justice will release a Request For
Proposal (RFP) on or around August 29, 1997, for the Service Technology
Alliance Resources (STARS). STARS is on on-going requirement for
Information Technology services, supporting INS operations worldwide.
The services required under the STARS program include Information
Technology Program Management and Integration Support; STARS Program
Management and Administration Support; Systems Management; Systems
Engineering and Integration; Systems Maintenance and Sustaining
Engineering; Communications and Electronics; End User Services; and
Independent Verification and Validation. The anticipated contracts will
be for a one year base period with four one year option periods.
Electronic Data Systems (EDS) currently provides these services under
a program known as the Information Technology Partnership (ITP),
Contract No. COW-4-C-0018. The principal method for release of the RFP
shall be via the Internet (www.ins.usdoj.gov/procurement/ STARS) on or
around August 29, 1997. Requests for a printed copy of the RFP is
strongly discouraged, but if required shall be made in writing to the
address shown above (Attn: Robert Richards or John Russo). Delays in
receipt of printed RFPs or amendments thereto shall not be grounds for
extending Proposal due date. The INS will conduct a Pre-proposal
Conference on September 12, 1997 from 1:00-4:00 pm to answer questions
regarding the RFP. The Conference will be held at the Fairview Park
Marriott, 3111 Fairview Park Drive, Falls Church, Virginia 22042. Space
is limited, please limit participation to two (2) representatives per
company. Companies must register in advance to attend the Pre-proposal
Conference by submitting the names of their representatives, in
writing, to Robert Richards or John Russo by September 8, 1997. The
deadline for submission of questions shall be September 8, 1997.

include a form entitled "Notice of Intent to Bid". Interested companies
must complete this form and return it to Robert Richards or John Russo
by September 12, 1997. This form shall be used to develop the Official
Mailing List. It is imperative all interested vendors be placed on the
official mailing list. This is the only way the vendor can be assured
