Communications Directorate, Fort Monmouth, NJ, is planning to initiate
a new Research & Development effort in the area of wideband tactical
data radio networks. Here the term "wideband" refers to both high data
rate and use of spread spectrum signaling. In order to support the
envisioned Army's Force XXI digital battlefield, new wideband radio
networks need to be developed to supplement the current capacity of the
legacy radios of today and the near future, including SINCGARS, EPLRS,
and NTDR. The objective of this effort is to deliver an experimental
capability with which to develop and evaluate new wideband network
radio "waveforms" to meet this need. For the purposes of this document,
the term "waveform" refers to the software/ hardware functionality
needed to implement the network, link, and physical layers of the OSI
protocol stack, below the Internet Protocol (IP) layer. The two major
areas of interest are (1) the development of new wideband networked
data waveforms and (2) the procurement of a software based, modular,
reprogrammable/ reconfigurable Network RadioTestbed (NRT), which can be
used to host new candidate waveforms and provide the CECOM Digital
Integrated Laboratory (DIL) with the ability to experiment with other
"third party" developmental wideband waveforms. This new wideband
waveform and testbed effort will ultimately be initiated via the
issuance of a Broad Agency Announcement (BAA), asking that proposals be
submitted IAW the BAA technical requirements. However, in view of the
dynamic state-of-the-art of this technology, it is first planned to
perform a Market Survey in order to evaluate the present "state" of
this technology and gather informed comments for development of a
better defined and more feasible BAA document. SURVEY INSTRUCTIONS AND
QUESTIONS. A draft version of the above described BAA has been
included on the CECOM Space and Terrestrial Communications Directorate
internet website. The website URL is (www.fotlan.army.mil). It is
requested that the draft BAA be downloaded, thoroughly reviewed, and
comments submitted related to it's technical content and the
feasibility of the requested products. In addition to your general
comments, it is also requested that the following specific questions be
answered: 1. Does your company have an existing or developmental
waveform(s) that meets the technical requirements as stated in the
draft BAA? 2. Does your company have any COTS and/or NDI based
product(s) that could meet the technical requirements (or some subset)
of the programmable wideband Network Radio Testbed (NRT)? If the
answer is yes, then please provide technical information on these
products and the Software Development Environment (SDE) used to
generate the software used on these products. 3. If your company does
have a waveform and testbed which meets the BAA description, please
provide a short discussion relative to providing data rights and/or
licensing agreements for Government and third party use of the
waveform, testbed, and SDE software, as described in the draft BAA. 4.
Please indicate if there would be any difficulty in providing the
documentation required in the draft BAA and/or its use by the
Government and select third party personnel. 5. Please comment as to
whether the funding level and profile indicated in the draft BAA is
sufficient for the items being solicited. If possible, also provide
separate cost information for the data waveform, the SDE, and unit
costs for the following quantities of the NRT: a. 1-5; b. 6-10; c.
11-15 d. 16-20 SURVEY RESPONSES: 1. All Survey responses shall be
