(US EPA) Office of Water (OW), Office of Science and Technology (OST),
Standards and Applied Science Division (SASD), is seeking a contractor
to provide support in performing various programmatic, analytical, and
related tasks in support of the national water quality standards
program. The national water quality standards program directs and
oversees the national program for adoption and revision of water
quality standards (WQS) providing management strategies, guidance,
assessments, technical support and tools for use by States and Indian
Tribes in developing their water quality standards programs. The
program also provides programmatic support for the implementation and
evaluation of water quality standards by identifying, assessing and
controlling risks to aquatic ecosystems. The successful contractor will
be expected to provide technical support services to aid the Agency in
the following task areas: (1) Prepare, revise, and conduct
programmatic and "trainthe trainer" training sessions, interactive
workshops, meeting and logistical support, technology transfer
activities, public fora, and conferences; (2) Support the determination
of water quality standards program priorities and program
implementation through the development of data and program information
summaries and analyses, economic analyses, case studies and related
materials; (3) Compile, categorize and summarize public comments on,
and EPA responses thereto, draft and/or proposed rules, policy and
guidance developed and published by EPA; (4) Collect, compile,
organize, summarize, and format information on components of water
quality standards and related programs; (5) Develop public education
outreach, and information materials; (6) Develop and maintain
information management systems; (7) Provide technical support for
developing and managing cross-media and multi-Agency policies; (8)
Provide peer review services related to the contract effort; and (9)
Provide technical support for implementation of water quality standards
including use attainability analyses, environmental assessments,
economic and benefits analysis, and total maximum daily load (TMDL)
calculations. The proposed contract will be a cost plus fixed fee term
form with a base period of 12 months and three twelve month options.
The base level of effort (LOE) for each of the four periods will be
approximately 4400 direct labor hours with options for an additional
LOE of up to 100% in each period, for a total potential of 35,200
direct labor hours over the 48 months. ALL RESPONSIBLE SOURCES MAY

this requirement are TetraTech, of Fairfax, VA, and The Cadmus Group,
