Agency (EPA), Office of Water (OW), Office of Wastewater Management
(OWM), Municipal Support Division (MSD) has a requirement for a
technical support services contract to assist the EPA as it implements
the Clean Water (CW) and Drinking Water (DW) State Revolving Fund
(SRF) programs, authorized under provisions of the Clean Water Act
(Title VI) and the Safe Drinking Water Act (Title XIV). The technical
support services will include the following: 1) prepare various SRF
informational materials, 2) organize and conduct public meetings,
workshops, and training sessions, 3) design, implement, and evaluate
SRF programs, and 4) develop pollution prevention, water conservation,
and small community outreach program materials. The successful offeror
shall be expected to possess: 1) a thorough understanding of public
(municipal and state) finance principles and methods (public/private)
of alternative financing and program management; 2) a thorough
understanding of the development, review, implementation, and
evaluation of state and local water quality and drinking water
programs; 3) a thorough knowledge of the CW/DW SRF programs; 4) a
demonstrated experience in conducting policy analysis and program
evaluation; and 5) the ability to effectively communicate with a
variety of state and local audiences. The EPA anticipates a cost type,
level of effort contract, for a base period of one year and two option
periods of one year each for a total contract period of performance of
three years. Each contract period will consist of approximately 30,000
professional work-hours with options for an additional 15,000
professional work-hours per period. This solicitation will be released
through the Internet. It may be accessed through the EPA's home page

available in late September, 1997. Only a limited number of hard copies
of the solicitation will be available on a first come first serve
basis. The proposed contract is 100% set aside for small business. The
