DUE TO A REEVALUATION OF THE TECHNICAL AND SCIENTIFIC ASPECTS OF THIS PROCUREMENT THE EPA HAS DETERMINED THAT THE APPROPRIATE SIC CODE FOR THIS PROJECT IS 8731. The U.S. Environmental Protection Agency's (US EPA) Office of Water (OW), Health and Ecological Criteria Division (HECD), Office of Science and Technology (OST), requires technical and regulatory support services during the development of human health criteria, health advisories, maximum contaminate level goals, and pollutant limits. Criteria are developed under the authority of both the Clean Water Act and Safe Drinking Water Act. The successful contractor will supply all necessary labor, material, services, equipment, and facilities in support of the effort delineated by the statement of work. The successful contractor will be expected to provide technical and regulatory support services to the Agency in the following task areas: preparing for and evaluating and/or developing methods for communicating human health risks to the public; preparing summaries of peer-reviewed literature on toxic and clinical endpoints; preparing screening analyses that display and compare all available data for a pollutant; analyze properties of microorganisms, analyze occurrence and environmental fate and transport, infectivity, human exposure to microorganisms, health effects for animals and humans, mechanisms of infectivity, and magnitude of infectious disease effects; prepare analyses for the purpose of supporting findings, prepare, evaluate, and revise health effects documents; analysis and technical support in the development of methodologies to develop human health criteria for various water media; analysis of risk including analysis of hazards, analysis of the impact of contaminants and criteria on sensitive populations, analysis of dose response (and infectivity) data, pharmacokinetics data, exposure data and bioaccumulation data; prepare, evaluate, and revise health advisories for chemical and microorganisms; provide technical support during the preparation, evaluation, and revision of hazard, exposure, or risk assessment/ characterization techniques or methodologies for human health protection; analyze human health risk assessment guidelines, results of human health risk assessments, and treatment technology practices and procedures; prepare, evaluate, and revise technical guidance documents for chemicals and microorganisms; evaluate raw data from toxicity tests to include a complete description and evaluation of the protocol used to gather the data according to EPA test guidelines; analyze effects observed, evaluate biological significance of end points, statistical analyses of significance of observations and conclusions as to existence of treatment-related effects and their implications for human health; risk assessments including analysis of effects observed, evaluation of biological significance of end points, statistical analysis of observations and conclusions as to existence of treatment-related effect and their implications for human health; provide analyses of food consumption patterns and intake of pollutants for the U.S. population; prepare, evaluate, and revise procedures for selecting pollutants-of-concern in sewage sludge that is used or disposed; conduct exposure pathway risk assessments for pollutants in sewage sludge; provide support during the development of the rationales for the technology-based requirements in a sewage sludge use or disposal standard for pathogens and vector attraction reduction; prepare, evaluate, and revise technical support documents for a standard for the use or disposal of sewage sludge; laboratory analyses and field studies; administrative record support; rulemaking support; preparation of outreach materials; and arranging and conducting workshops. Some of the professional disciplines typically associated with these task areas include; Microbiologist, Bacteriologist, Virologist, Biologist, Toxicologist, Immunologist, Aquatic Biologist, Aquatic Toxicologist, Ecologist, Chemist, Botanist, Epidemiologist, and Biostatisticians. THE EPA HAS SET THIS ACTION ASIDE FOR SMALL BUSINESS. The applicable SIC Code is 8731 with a size standard of not more than 500 employees. It is anticipated that an indefinite delivery / indefinite quantity contract will result from the award of this solicitation. The Government anticipates a total maximum potential level of effort of 115,000 direct labor hours over five years. All responsible small business sources who submit a proposal will be considered by the Agency. Solicitation PR-CI-97-10764 will appear on the Internet.
