U.S. Environmental Protection Agency's (US EPA) Office of Water (OW),
is seeking a contractor to provide technical and regulatory support
services to the EPA Office of Water (OW), Health and Ecological
Criteria Division (HECD), Office of Science and Technology (OST),
during the development of ecological criteria and pollutant limits.
Criteria are developed under the authority of the Clean Water Act. The
successful contractor shall furnish all necessary labor, material,
services, equipment, and facilities in support of the effort delineated
by the statement of work. The successful contractor will be expected to
provide technical support services to the Agency in the following task
areas: prepare, evaluate, and revise ecological effects criteria
documents; prepare, evaluate, and revise risk
assessment/characterization techniques or methodologies for ecological
protection; analyze ecological risk assessment guidelines and results
of ecological risk assessments; prepare, evaluate, and revise
proceduresfor selecting pollutants-of-concern in water media for which
ecological criteria may be developed; prepare, evaluate, and revise
technical guidance documents for surface water criteria, wildlife
criteria, sediment quality criteria, biocriteria, wetlands criteria,
and nutrient criteria; prepare, evaluate, and revise procedures for
selecting pollutants-of-concern in sewage sludge that is used or
disposed; conduct exposure pathway risk assessments for pollutants in
sewage sludge; support during the development of the rationales for the
technology-based requirements in a sewage sludge use or disposal
standard for pathogens and vector attraction reduction; prepare,
evaluate, and revise technical support documents for a standard for the
use or disposal of sewage sludge; conduct laboratory analyses and field
studies; administrative record support; rulemaking support; preparation
of outreach materials; and arranging and conducting workshops. THE EPA
HAS SET THIS ACTION ASIDE FOR SMALL BUSINESS. The applicable SIC Code
is 8999 with a size standard of $5 million in average annual receipts
over the preceding three years. It is anticipated that an indefinite
delivery/indefinite quantity contract will result from the award of
this solicitation. The Government anticipates a total maximum potential
level of effort of 98,000 direct labor hours over five years. All
responsible small business sources who submit a proposal will be
