This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice, and using the procedures of FAR 13.106-2 for simplified acquisitions. This acquisition is set aside for small businesses. All small business sources may submit an offer that shall be considered by this agency. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; Proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is DAAB07-98-Q-L291. This solicitation is issued as a Request for Quotation (RFQ). The Standard Industrial Classification is 3571 and the small business size standard is 1000 employees. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-03. PROPOSALS MUST BE SUBMITTED IN HARD COPY TO THE CONTRACTING OFFICER NAMED ABOVE AT THE ADDRESS INDICATED (Bldg. 1208) ATTN: AMSEL-AC-CB-D-BW (BOU), NOT LATER THAN 3:00 PM EST, 27 January 1998. The period for acceptance of this offer by the Government shall be a minimum of 60 days. If circumstances permit, the Government reserves the right to award without discussions. Therefore the offeror's initial proposal should contain the offeror's best terms, including technical factors and price. Award of a Firm-Fixed Price (FFP) contract is anticipated as the result of this solicitation. The US Army CECOM intends to procure the following item: Defense Messaging System (DMS) used worldwide to replace the current AUTODIN messaging system. This concept will be able to integrate the DMS into tactical environments. The DMS should have an e-mail server, which will be used to transmit messages from a tactical operations center down to brigade/battalion level. System should be portable or laptop to include: minimum of 128 Megabytes of RAM, 2 network adapters -- 10Base2 and 10BaseT compatible, minimum of Pentium 166 MHz CPU, with minimum 256k cache, 1.44 MB 3.5 inch floppy drive, 8 speed CD-ROM minimum, 2 each Removable Hard drives each 4 Gigabytes or larger, a controller, two serial, one parallel port, and a 4MB VGA Graphics Cards, optional AC/DC power supply with battery pack for field operations, LCD backlight power switch to disable LCD screen for longer LCD usage life, Windows NT 4.0 Server installed, Type II or III PCMCIA slots, a 250 W power supply, detachable keyboard, Internet utilities, system accelerator utilities, internal fax/modem, Lithium Ion Battery and Carrying Case. Proposal shall include a copy of the one-year parts and labor warranty. QUANTITIES: A quantity of 14 each shall be awarded. Delivery of these units shall be 20 Days After Contract (DAC). DELIVERY: Delivery shall be made to Fort Hood, Texas. FOB: Destination. Acceptance by the Government for delivered items shall be at Destination. Standard commercial format and brochures may be used to make an offer, with sufficient technical documentation describing how the product meets this solicitation's requirement. Year 2000 Warranty: (a) If the Contractor under this contract is delivering hardware or firmware (as those terms are generally defined) or a computer database, computer software, computer program (s), or commercial computer software (as those terms are defined in DFARS 252.227-7013 and 252.227-7014), then the Contractor warrants that any such delivered product shall be able to process date and date related data in a fault free manner, including, but not limited to calculating, comparing, and sequencing the date and date related data. Fault free performance shall include the manipulation of date and date related data when dates are in the 20th and 21st centuries and shall be transparent to the user. If the Contractor under this contract is delivering a system which includes any hardware, firmware or software (all as defined above), then the Contractor warrants that any such hardware, firmware or software delivered as a system shall process date and date related data in a fault free manner as an entire system and individually, starting from the date of contract award. The parties hereto agree that all warranties provided in this clause apply to any system, whether commercial or military or combination thereof, or any parts thereof to include computer software and firmware, delivered under this contract. (b) All warranties in the foregoing paragraph shall run for a period of five years from the date of acceptance of the warranted item by the Government. Should a warranted item fail to meet the requirements set out in theforegoing paragraph, the Contractor agrees to correct or replace the item at no cost to Government. The parties agree that this correction or replacement shall not act as a limitation of remedies and that the Government may seek such additional remedies as may be available at law or equity.
