Agency (U.S. EPA), is seeking a contractor to provide support for the
US EPA Office of Water, Office of Science and Technology (OST) in the
areas of peer consultation and peer review support services. The
purpose of peer review is to uncover any technical problems or
unresolved issues for use in revising a preliminary product so that the
final work product will reflect sound technical information and
analyses. These processes enhance the quality of and provide for
objective review and evaluation of scientific or technical work by
knowledgeable experts who have no vested interest in related policy or
implementation issues. The successful contractor will supply all
necessary labor, material, services, equipment, and facilities in
support of the effort delineated by the statement of work. The
successful contractor will be expected to provide technical support
services to aid the Agency in the following task areas:
Selection/coordination of peer reviewers; Preparation of peer review
reports, including uncovering any technical problems or unresolved
issues and incorporating comments in a report so that the final work
product will reflect sound technical information and analysis;
Coordination of peer review meetings, workshops, conferences,
scientific meetings, and public forums including facilitating,
recording, and reporting on results as necessary; and logistical
meeting support as needed. General categories of scientific and
technical work products which are subject to peer review include:
Criteria methodologies/criteria and advisories; Engineering and
technical studies; Reports to Congress; Technical guidance and
methodologies; Economic evaluations; Statistical analyses;
Environmental models; Technical publications, products, and approaches;
Analytical methods; and Policies and strategies. The proposed contract
will be a term form, with a base period of 12 months and three twelve
month options, for a total of 48 months. The base level of effort
(LOE) for each period will be aproximately 2912 direct productive labor
hours, with options for an additional LOE of up to 100% each period,
for a total potential of 23,296 direct productive labor hours over the
48 months. All responsible sources may submit an offer which will be
considered by the Agency. This is a new procurement, with no incumbent
performing the effort. Solicitation PR-CI-98-0008 will appear on the
