The Defense Information Systems Agency (DISA) hereby issues a Sources Sought DRAFT Request For Proposal regarding transmission services to support Defense Information Systems Network users within the Pacific Area Of Responsibility (AOR) which currently includes, but is not limited to: Alaska, Hawaii, Guam, Korea, Australia, Wake Island, Diego Garcia, Okinawa, Singapore, Johnson Island, Kwajalein, Philippines, Japan, South America, and South West Asia. The DTS -- P will also provide inter-operable transmission from the Pacific AOR to other areas including the Continental United States (CONUS), Europe and Southwest Asia. The transmission services shall support digital voice, data and video services along with signal encryption capabilities between points designated by the Government. The transmission requirements are for dedicated bandwidth leased services comprised of terrestrial and satellite full duplex (FD) or half duplex (HD) transmission links with bandwidth ranging from T-1 through OC-48 (or higher if commercially available during the life of the contract) between any two service delivery points (inter-country and intra-country) within the service region. The services shall support an open architecture Government designed and managed system allowing for the incorporation of evolutionary or new commercial-off-the-shelf (COTS) open-systems-standards based technologies and media capabilities. The Contractor shall be responsible for the engineering, site surveys, acquisition, installation, test, operations, maintenance and information security (infosec) necessary to provide the specified services. It is contemplated that the proposed contract will be a Fixed-Price, Indefinite Delivery/Indefinite Quantity Delivery Order Contract with a supporting Time and Materials component. It is contemplated that the period of performance will be a three year base period with seven one year option periods. The Government intends to issue the DTS-P Draft Request for Proposal (RFP) to industry for comment. The draft RFP will be posted on or about 29 April 1998 on the World Wide Web at http://www.ditco.disa.mil under DITCO News on the DITCO Home Page. Additions and/or revisions may be made up to, but no later than, 7 May 1998. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THE DRAFT RFP OR TO OTHERWISE PAY FOR INFORMATION RECEIVED IN RESPONSE TO THE DRAFT RFP. A DISN OCONUS Industry Day Conference has been scheduled for Friday, 8 May 1998 from 0900 until 1600. The one-day event will highlight the DISN OCONUS acquisition initiatives and will be a pre-solicitation conference for the DTS -- P. The conference will be held at the Defense Logistics Agency Headquarters Complex, 8725 John J. Kingman Road, Fort Belvoir, VA. Registration and directions for the Industry Day/Pre-Solicitation Conference will be available via the DISA External Homepage (www.disa.mil) on or about 17 April 1998.
