The Naval Air Warfare Center Aircraft Division (NAWC-AD) intends to procure Contractor Advisory and Assistance Services to provide analytical, technical and administrative support to the Aircraft Launch and Recovery Equipment (ALRE) Program Office (PMA-251) within Naval Air Systems Command (NAVAIR). This effort will include the establishment and/or standardization of procedures, techniques and documentation regarding maintenance planning, supply support, configuration management, technical data and other related logistic tasks. The services also require the provision of technical and engineering services in support of aviation and air-capable ship modification and installation equipment needs in order to facilitate the introduction of new aircraft or air launched weapons on aviation ships. This is a follow-on procurement to NAVAIR contract N00019-94-D-0013 with JIL Systems, Inc., copies of which may be obtained by mailing a request letter to the NAVAIR Freedom of Information Act (FOIA) Office at: Commander (AIR-8.0F), Building 404 Suite 105, 22145 Arnold Circle Unit 7, Patuxent River, MD 20670-1547. It is intended that this solicitation result in an Indefinite Delivery Indefinite Quantity (IDIQ) Time and Materials (T&M) type contract. The anticipated contract period of performance includes a base year plus four option years averaging approximately 40,000 hours per year. This procurement will be conducted as a total small business set-aside under Standard Industrial Code (SIC) 8711. This requires the contractor to be approved under this SIC Code in order to submit a proposal. Due to the nature of the Government's requirement, the contractor must maintain facilities that are located within thirty-five (35) miles of the main gate of the Naval Air Station at Patuxent River, MD and within the counties of Prince George's, Calvert, Charles, and St. Mary's, Maryland. To be considered for award, the contractor must have a SECRET security facilities clearance. The Navy intends to release the Request for Proposal(RFP) via the Internet.
