Smith/Pkwtn/[937]257-4606 The requirement is to provide A&AS support to the Air Force Security Assistance Center (AFSAC), The Headquarters Air Force Materiel Command (AFMC) Assistant to the Commander for International Affairs (HQ AFMC/LC) and other organizational elements, including the Air Force Office of Scientific Research, Academic and International Affairs Division (AFOSR/NI), and the Depety Under Secretary of the Air Force for International Affairs (SAF/IA), in the following areas: International Cooperative Research, Development, and Acquisition (ICRD&A) -- NATO Cooperative Research and Development (Nunn) Program -- Foreign Comparative Test (FCT) Program -- Foreign Disclosure -- Other International Activities The contractor shall support the above Air Force international affairs operations by fulfilling firm Performance Work Statement (PWS) requirements, referred to as "Core Requirements," as well as through individually authorized Task Orders for unanticipated or short suspense requirements. Current core requirements require the location of contractor personnel at multiple locations: Wright-Patterson AFB (HQ AFMC/IA and AFSAC/IP); at Bolling AFB (AFOSR/NI), to be relocated to the Ballston, VA area, either late calendar 1998 or calendar 1999, and Rosslyn. VA (SAF/IA). Future Task Orders may require support at other Department of Defense locations. The contractor shall provide the necessary resources and infrastructure to manage and administer the contract. There will be a basic period of performance plus three options beginning 01 Feb 99 and ending 31 Jan 03. The purpose of this synopsis is to announce the forthcoming electronic release of the Draft Request for Proposal (DRFP), Formal Request for Proposal and Pre-Proposal conference schedule for the International Affairs Support Program (IASP). One hard copy of the solicitation will be available for review in Building 260, Wright-Patterson AFB, Ohio. A registration page will be attached to the web site. You are not required to register. However, when you register, you will receive notice of any amendments and/or addendum's that may be issued to the solicitation. If you have not registered, it will be your responsibility to check the web site for any changes to the solicitation. The anticipated "Draft" RFP release date is on or about 01 JUN 98 with the closing on or about 22 JUN 98. The Formal RFP release date will be on or about 08 JUL 98 with the closing on or about 07 AUG 98. The pre-proposal conference will be scheduled on or about 22 JUL 98 with further delails provided in the RFP. This will be a 100% SB-Set-Aside utilizing the 8731 SIC with 500 employee size standard. Teaming arrangements will be permitted. Hard copies of the solicitation will not be provided. You may however down load and print the file from the WWW. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of an Ombudsman does not diminish the authority of the program director or the contracting officer.
