The work is located in the the Mississippi River approximately 6 river miles downstream of Helena, Arkansas. The estimated cost of the work is $1,000,000. This will be an unrestricted procurement in accordance with the Small Business Competitiveness Program. To qualify as a small business concern, the concern must have had average annual receipts for the preceeding three fiscal years not exceeding $17.0 million.
