685-5838 Military Sealift Command is currently seeking sources/ideas
for providing berthing options for Fast Sealift Ships (FSS) and Large
Medium Speed Roll On /Roll Off (LMSR) ships on the US Southeast
Atlantic Coast (South Carolina, Georgia and the East Coast of Florida),
US North Central Atlantic Coast (Maryland, Virginia, North Carolina)
and Gulf Coast. Specifications for the FSS are: LOA-946.13 ft,
Beam-105.5 ft, Draft (full load)-36.67; specifications for the LMSR
are: LOA-906.62 ft, Beam-105.84 ft, Draft (full load) -37 ft. The
vessels are to be maintained in four day readiness status (ROS-4) with
engineering plants in a "cold iron" status (except for brief
activation periods for sea tests and exercises). A nucleus crew of
approximately 12 20 personnel will be assigned to the vessels and may
live aboard. Two or more vessels may be nested, and an LMSR may be
nested with an FSS, at the discretion of the Government. In addition to
pierside layberths, the Government is investigating berthing at
anchorage, offshore platforms or other nontraditional methods. MSC has
posted a draft statement of work for its current layberth requirement
on the MSC Home Page (www.msc.navy.mil) under the topic "Contracts",
subtopic "Future Announcements". All responsible sources are invited to
submit comments, suggestions, and alternate berthing proposals for the
current requirement (by June 15, 1998) as well as future requirements
(MSC is projecting berthing requirements for eight FSS and for up to
