buzzellj@hanscom.af.mil. Expeditionary Force Experiment (EFX) 99 "Call
for Initiatives." EFX99 is the second in a series of the Chief of Staff
of the Air Force (CSAF) sponsored Warfighter experiments. The
experiment is part of a broader effort to implement Joint Vision 2010
and exploit the Revolution in Military Affairs. In EFX 99, we will use
live-fly and simulation to evaluate new operational concepts and
technologies, and demonstrate the value of emerging Aerospace
capabilities in support of the Joint Force Commander. The experiment is
designed to explore how advanced command and control capabilities and
new operational processes enable modern aerospace forces to decisively
halt an invading force anywhere in the world. HQ Air Combat Command
(ACC) is the sponsoring MAJCOM. Air & Space C2 Agency (ASC2A) is the
executive agent and Electronic Systems Center is the acquisition arm
and systems architect. A primary focus of EFX 99 will be the
integration of space based assets into the post-EFX 98 C2 architecture.
Experiment objectives and premises are identified on the ESC HERBB Web
site. Currently, EFX99 execution is scheduled to occur in late
July/early August 1999. Government and Industry are requested to submit
initiatives that meet EFX operational CONOPS and address the specific
EFX 99 premises. Detailed EFX 99 Premises and Premise Limitations can
be found at the ESC HERBB Public Web site: http://
herbb.hanscom.af.mil/info.asp?rfp=R18. The Government will evaluate
these White Paper initiatives for merit. Specific instructions for the
White Paper preparation and transmittal (Initiative Abstract
Preparation Guidance) are available on the aforementioned ESC HERBB
site. Additionally, a description of the EFX C2 Architecture, EFX 99
Initiative Selection process and the current top level EFX 99 schedule
are also on the ESC HERBB Web site. To be considered for inclusion in
EFX 99, follow the instructions for submitting White Paper Initiatives
in the mandatory format provided on the ESC HERBB site not later than
1700 hrs on 21 July 1998. Initiative White Papers will be screened for
acceptability and down-selected to a smaller amount of initiatives for
further discussion. It is possible that outside contractors may be
employed to integrate initiatives with the EFX 98 C2 architecture and
to assist Government in reviewing White Papers submitted. Rules of
Conduct between contractors are detailed in the referenced White Paper
Preparation & Submittal Guidance, which can be found on the HERBB Web
