D -- CLEAN AIR TECHNOLOGY DATABASE PILOT WEB SITE SOL EEC363 POC William Newby, Contract Specialist, (919) 541-5296/Sue Miller, Contracting Officer, (919) 541-5296 The U.S. Environmental Protection Agency intends to award a sole source purchase order under simplified acquisition procedures to the National Center for Manufacturing Sciences (NCMS), 3205 Boardwalk Drive, Ann Arbor, MI for development of a pilot Internet Web site for the Clean Air Technology Database. NCMS has extensive experience in managing successful technology development projects carried out by a collaborative process that includes users, suppliers, and others. Due to this success, NCMS has gained the trust and respect of a wide cross section of industry, including both suppliers and users of air pollution prevention and control technologies. NCMS also developed and operates the National Metal Finishing Resource Center (NMFRC). The Vendor Database section of the NMFRC site (www.nmfrc.org) has been identified as a model for development of the Clean Air Technology Database. NCMS is also currently developing an organic coatings compliance assistance center (www.paintcenter.org), to provide regulatory compliance and pollution prevention information to individual organic coating facilities, industry vendors and suppliers, federal, state, and local agencies, academia, and the public. Using the Paint Center (and it's associated Internet server) as the location of the pilot Clean Air Technology Database will provide several advantages, including: (1) the existing hardware and software are adequate for operating the pilot database; (2) the Paint Center is currently organizing project participants, including trade organizations, from which some of the review group members could be solicited; (3) technology suppliers that can populate the pilot database are expected to use the Paint Center; (4) users of the Paint Center will significantly overlap the target population for the pilot Clean Air Technology Database. The anticipated period of performance will be twelve months from date of award. The EPA has identified NCMS as the only firm with the necessary technical knowledge and resources (Internet server, hardware, & software) to perform the tasks within the prescribed time frame, i.e., FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy Agency requirements". Responsible parties who can meet the above requirements may submit to William Newby at the above address written qualification statements demonstrating their capability no later than 15 days after the date of this publication.
