Environmental Protection Agency has a need for a contract to provide
flexible testing and engineering support related to small displacement
engines and hybrid vehicles, with efforts focused on testing for
emissions and improved efficiency (lower carbon dioxide emissions).
Work may include testing support on engines, vehicles, subsystems,
control systems, and fuel systems. It may be necessary to convert
testing equipment to alternate-fuel emission operation if not capable.
Alternate fuels to be addressed will include alcohol fuels and may
also include natural gas, DME, petroleum gas, and reformulated
gasoline. A large part of the work may include work with
petroleum-based fuels. It is expected that the majority of testing will
be performed on engines rather than on entire vehicles. The contractor
shall have experience and capability in calibrating and testing of
automotive components, including components used in engines, vehicles,
subsystems, control systems, and fuel systems. The contractor shall
provide EPA with flexible emission testing and engineering support to
produce test data in response to programs to reduce vehicle emissions
of greenhouse gases, the latest technological advances in engine
emission controls, developments in "state-of-the-art" control
strategies, and the newest and most advanced testing techniques.
Contractor support will be required in fuel procurement and processing,
engine/vehicle testing, emission sampling and analysis, adaption of
data acquisition equipment, operating cycle development, prototype
propulsion system design support, literature review and analysis,
engine build-up, and general operating strategy. The Government
anticipates the award of a cost-plus-fixed-fee LOE type contract with
a twelve-month base term and two (2) twelve month options. The base
level of effort will consist of 6,400 direct labor hours. In addition,
options will be included to increase the level of effort by up
to16,000 direct labor hours during each period. ALL RESPONSIBLE SOURCES
MAY SUBMIT AN OFFER WHICH WILL BE CONSIDERED BY THE AGENCY. The
applicable SIC Code is 8711 with a size standard of $2.5 million.
