Draft Request for Proposals (Draft RFP) combining 19 existing contracts
for non-personal services for operation, maintenance, repair, and other
support of facilities, systems, equipment, and personnel to meet the WS
support mission. The services include but are not limited to: i.
Conduct operations while providing protection and conservation of
government and private property, facilities, and resources, ii. Conduct
hazard inspection and surveys such as asbestos and lead base paint,
iii. Review and follow all environmental impact reduction procedures in
accordance with the National Environmental Policy Act (NEPA), iv.
Provide management services to include contract management,
administration, quality assurance, environmental, safety, security, and
logistical support, produce/operate and maintain an on-line technical
library system to serve as an index for all archived data and active
documents relative to the design, operations, maintenance, and
configuration offacilities, systems and equipment operated or
maintained by the contractor, vi. Provide documentation to include
preparation of drawings, lists, instructions, diagrams, reports, plans,
charts, graphs, descriptions and schedules, vii. Compile and maintain
in electronic format master sets of drawings, system schematics, and
arrange and layout drawings as tasked, viii. Provide engineering and
technical services to include analysis, design, modification,
fabrication, and installation as tasked, ix. Perform physical
inspection of facilities, systems, and equipment, x. Provide equipment
and office relocation services as tasked, xi. Provide facility,
equipment, and system emergency support services for after regular duty
hours and provide mission standby support services as tasked, xii.
Provide custodial service for facilities within the post area as
assigned, xiii. Provide refuse collection services for WSMR facilities
to include family housing areas, xiv. Provide grounds maintenance
services as assigned, xv. Provide routine maintenance and repair
services in support of facilities as assigned, xvi. Provide repair or
replacement services for small tools and equipment such as welding, saw
sharpening, electric motors and generators, carpentry kitchen, and
janitorial for example, xvii. Maintain inventory levels to include
propane gas, bottled water, linen and uniform rental, safety kleen,
safety eyewear, and safety footwear for example. The government
contemplates the award of a costs plus award fee contract with a base
performance period of three years with two, two year options for a
total possible performance period of seven years. The best estimate of
staffing and manning levels is approximately 63 on-site personnel
exclusive of management, administrative and supervisory types. The
Draft RFP will be issued by 22 February 1999, with comments, questions
and recommendations due back to the Contracting Officer by 08 March
1999. In addition, the Purchase Description for the requirement will be
published on the World Wide Web (www.
wsmr.army.mil/docpage/docpage.htm), on or about 22 January 1999. Only
one proposal conference will be held contemplated for week of 15 March
1999 and occurs during the period the Draft RFP is out for comment.
The formal Request for Proposal (RFP) will be furnished only to those
small business firms responding to the Draft RFP or who specifically
request to be furnished copies after reviewing the Draft RFP. It is
anticipated that technical proposals will consist primarily of oral
presentations along with submission of supplementary written material.
The primary purpose of this approach is to save offers time and money
in proposal preparation and reduce the Government's evaluation period.
